Purpose

Provide technical support to operations in MENA to establish a comprehensive protection diagnosis

Period: October 2018 to December 2018

General Background of Assignment:

MPS is developing a Protection Situation Diagnostic Tool. The Tool builds and expands on the UNHCR Diagnostic tool on alternatives to camps utilized in 2015-2016 and supports three main objectives: 1) To provide a structured, snapshot overview of the current protection situation in an operation with regards to implementing key corporate priorities referenced in the global strategic priorities, global strategic directions and policies; 2) Build a composite measurement of the operation' situation. 3) To help identify key actions or strategies to be developed and applied as part of the planning exercise, and to inform the operation and the Bureau about good practices and required support both in terms of programmatic delivery as well as advocacy. The information provided in the diagnostic tool should be provided by the members of the multifunctional team within each MENA country operations. Each section is accompanied by information on available tools and guidance per technical area as well as who to contact in MPS for support.

Overall purpose and Scope

In line with needs and protection priorities jointly identified UNHCR protection teams, improving evidence-based protection programming is a key objective in 2018 and beyond to strengthen protection and the enjoyment of rights for our persons of concerns in closer collaboration with other partners and stakeholders, which is also reflected in the GCR. The proposed Consultancy is intended to assist operations to identify and analyse the current country specific policy framework, practices, challenges, protection concerns and opportunities related across MENA, with the objective of better defining the situation in all MENA sub-regions, country by country. This shall also include the review of the protection risks, needs and opportunities. In this respect, the Consultancy will support operations with the analysis of the findings of the UNHCR MENA protection diagnostic tool with the view to further support baselines for operations and MPS focal points to formulating strategic and appropriate recommendations programmatic interventions, coordination and advocacy.

· The primary product to be delivered by the Consultant is a regional report (estimated at 20 pages), which will map and examine the current protection environment, and in particular legal frameworks, child protection, SGBV, PWD, PSEA, advocacy, case management, access to basic services, education, livelihood opportunities for economic inclusions and health, Community Based Protection (CBP), Communication with Communities (CWC). The overview will provide a high-level overview of the identified findings, Population registration, Information management, Assessment & Analysis, Partnership, Security,

· To allow for comparison and examine the situation across MENA countries. An dashboard summary matrix of all composite indicators per country, capturing the comparative analysis of trends, challenges, protection gaps, good practices (if any) across MENA countries will be produced. This dashboard will allow to build some composite measurement of the individual situation of each country (based on a series of weighted “traffic light” component).

· Finally, the consultant in close coordination with the country operation will establish a baseline, framework and mechanism by which the evaluation/monitoring of the protection situation is performed as part of regular programming - notably the the Mid-Year Review and Year End Review.

· The Consultant will liaise closely throughout the project with UNHCR-s MENA Protection Service based in Amman, for the refinement of research methodology, and continuing with regular consultations on progress and findings, as well as submitting advance drafts of the final report to UNHCR for review and discussion.

· Knowledge of Arabic language is an asset.

Profile

Education:

· Advanced degree in information management, demography, statistics, social sciences or any related area.

Work experience

· At least 5 years of experience in humanitarian emergencies with increasing levels of management responsibility, including experience in multi-disciplinary, multinational teams in complex environments.

· Extensive experience in undertaking and managing surveys and baseline and assessments.

· Strong understanding of and working experience with refugee protection (such as community based protection, child protection and SGBV prevention and response).

Key competencies

· Advanced understanding of social statistics Proven qualitative and quantitative research skills.

· Ability to formulate assessment-related technical requirements and operating procedures.

· Extensive knowledge of interviewing techniques and assessment questionnaire design.

· Experience in undertaking secondary data reviews.

· Proven ability to analyse the overall humanitarian situation.

· Strong technical assessment and leadership skills demonstrated in complex contexts.

· Ability to use a logical and structured approach to collate archive and synthesize information

· Knowledge of the UN system and the international humanitarian community.

· Knowledge of protection-related guidelines, standards and indicators.

· Demonstrated ability to work effectively in emergency and/or complex operations within a multi-cultural environment.

· Demonstrated ability for leadership in the context of partnership building and consensual decision-making.

· Proven interpersonal and consensus building skills.

· Proven ability to mentor and manage people, organize multiple, simultaneous tasks, and deliver results within a specified period.

· Strong reporting skills proven in complex environments.

· Ability to liaise with sectoral experts to ensure adequate analysis and accuracy of data.

· Strong written and verbal communication skills.

Deliverables

a. Refine the survey methodology and the instruction for the Multi -functional team completing the surveys.

b. Finalize the Analytical Framework;

c. Secondary data review of previous COP in the region (2017 and 2018) for contextual knowledge of the protection situation and trends in prior years.

d. Monitor data collection and advise, guide operation as needed for completion of the survey by no later than end of September

e. Support with the data processing, data cleaning and data analysis;

f. Present the initial findings of the analysis (combining the secondary data review and survey results) and facilitate a joint analysis with key stakeholders (including the MPS team and country operation MFT).

g. Finalize the regional report by November 2018

h. Finalize country and regional summary matrix of weighed composite indicators;

i. Provide guidance to key colleagues in MPS and at country level on the use if the composite indicators to identify critical gaps/challenges;

j. Develop recommendation, framework and guidance note to monitor and evaluate the progress with more regularity and predictability.
