Description : BACKGROUND



In May 2016, the World Health Assembly adopted the Global Technical Strategy for Malaria 2016 2030 (GTS). It provides a comprehensive framework to guide countries in their efforts to accelerate progress towards malaria elimination. The strategy sets the target of reducing global malaria incidence and mortality rates by at least 90% by 2030.



In Vanuatu, remarkable progress has been made against malaria. The last confirmed malaria death was in 2011, and the annual parasite index dropped from 32.6 per 1000 in 2010 to 2.2 per 1000 in 2018 (Annual report, 2018). A National Malaria Strategic Plan is available for the period 2015-2020. While this outlines timelines and elimination targets, it does not clearly articulate all the requirements for achieving sub-national and national elimination. Revision is also required to better reflect the current situation and to align with recent WHO guidance for elimination and the GTS. An external Malaria Programme Review conducted in July 2018 recommended that "A national malaria elimination plan should be written and endorsed by the MOH and higher levels of government with targets, activities and budgets".



At the request of the Vanuatu Ministry of Health, the WHO Vanuatu Country Liaison Office is therefore seeking a consultant to assist in the development of a National Malaria Elimination Strategy for 2020-2024 (NMES), as well as a National Malaria Elimination Implementation Plan (NMEIP) for 2020-2022.
