Consultant (m/f) for Knowledge Management and Learning reports

CARE Österreich is seeking an experienced consultant for developing and writing an overall Knowledge Management and Learning (KML) report for its “Learning for Change (L4C) Strengthening Women-s Voices in East Africa” program. The report shall include learning from Ethiopia, Uganda and Rwanda as well as Austria and regional aspects where relevant. In addition, a concise learning product on the regional L4C approach is requested.

Objective:

The main objective of the consultancy is to document learnings and good practices of “Learning for Change” in order to inform stakeholders and practitioners on programming for organizational capacity development and the advancement of women-s rights and gender equality.

Background:

CARE Österreich is implementing together with CARE Ethiopia, CARE Uganda and CARE Rwanda an innovative, three-year regional program “Learning for Change” financed by the Austrian Development Agency (ADA) and CARE Austria (1st April 2016 to 31st March 2019). The program aims at strengthening women-s participation in decision-making at household, community, local and national levels in East Africa. Central to the program is the organizational capacity development component in support of transforming social norms as well advocacy work in East Africa, Austria and at EU level. (for more details and the Theory of Change see https://www.care.at/strengthening-womens-voices/learning-for-change/). The program addresses 18 partners and 3 CARE offices.

Starting date and duration:

Work is expected to be initiated by 1st October 2018 and completed by 28th February 2019.

Field visits to Ethiopia, Uganda and Rwanda are envisaged and to be specified with the CARE Country Offices, most likely in October or November 2018.

Responsibilities:

· Provide an inception report which details the approaches, methodology, structure, product format, coordination with CARE country offices and partners, etc.

· Develop the concept for an overall KML report and the learning product on the regional approach and present it to CARE Austria (including concrete content, format and structure)

· Desk review of relevant documents and existing KML materials of L4C

· Content generation in coordination with CARE Austria and the 3 CARE country office

· Develop a standardized reflection workshop to be conducted in the 3 implementing countries (to be facilitated by the respective national L4C teams) and present the outline to CARE Austria and the national L4C teams. Report preparation involves participation in at least one workshop per country and/or visits to selected partners in Uganda, Ethiopia and Rwanda. (4th quarter 2018)

· Writing of a high quality and user-friendly overall KML Report, covering achievements and learnings for all L4C learning areas (incl. igraphics, photos and editing). First draft to be provided latest by 31st January 2019. Final version that integrates comments by 28th February 2019.

· For the benefit of future programming. Development of a of a high quality and user-friendly KML document on L4C-s regional approach and highlighting lessons learnt, good practices and recommendations in regard to L4C-s capacity development efforts with regional thematic experts. First draft to be provided latest by 31st January 2019. Final version that integrates comments by 28th February 2019.

Key qualifications:

· A minimum of three years- experience and expertise in the field/sector of gender equality, women empowerment, knowledge management and learning and capacity/ organisational development

· Proven capacity to produce attractive and informative communication and learning materials

· Knowledge of East Africa, in particular Uganda, Rwanda and/or Ethiopia with focus on topics such as gender equality, women empowerment and capacity and organisational development.

· Experience in the development of knowledge management and learning workshops and materials

· High level of communication and facilitation skills

· Excellent oral and written English skills (French and local languages in Uganda, Rwanda and/or Ethiopia are an asset)
