Tenders are invited for Consultant HIV / NFM, 2 months, N'Djamena, Chad.

Context.

After the development of the various strategic documents of the national AIDS response in Chad (NSP 2017-2021, e-TME 2017-2021 plan, PSN 2018-2022 acceleration plan, Elaboration of the 56 micro-plans of priority districts), Chad developed a funding proposal submitted to the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFAMT) in February 2018.

Chad's funding submission to the Global Fund for the HIV / TB / SSR components for a total amount of EUR 40, 659, 295 and funding beyond EUR 10, 869, 863 was submitted for review by the TRP on March 27 2018. After reviewing this request for funding, the Technical Review Panel (TRP) has requested a new submission that will take into account nine (09) observations that will be shared with the successful candidate.

The purpose of the Consultation is as part of the country support for the development of the 2019-2021 concept note for the re-submission of the revised funding application proposal addressing the above issues .

It should be recalled that in the preparation, several steps have already been taken, in this case

· Establishment of a technical writing team and definition of Terms of Reference for consultants who would support the development of the proposal;

· The documentary review;

· The definition of priorities to guide the development of the second generation NFM;

· The roadmap for developing the document to be re-submitted;

· The review of the 9 key issues raised / identified by the TRP by the country team with the support of a joint Global Fund mission and technical and financial partners including the JURTA group.

The various actors with the support of this mission discussed the 9 critical questions posed by the TRP and reached consensus on the key strategic directions to guide the architecture of the future proposal. They also defined the need for technical assistance according to key priority areas.

It is in this context that UNICEF is seeking expertise to support the country in contributing to the development of documents in the areas of prevention of mother-to-child transmission of HIV (PMTCT), in charge of pediatric care, prevention and care in teenagers.

The objectives of the consultation mission:

Provide technical support to Chad to:

· The drafting of the revised concept note of the HIV / TB / RSS / RC 2019 - 2021 funding proposal and its annexes, in particular the performance framework and the monitoring and evaluation framework to ensure alignment and harmonization;

· Revision of the plan to accelerate the pediatric management of HIV / AIDS.

Specifically it will be :

· Harmonize the writing of the financing proposal (NFM);

· Contribute with the other members of the editorial team to the animation of the meetings, the workshops and the work of the groups in order to arrive at consensus orientations engaging the whole of the speakers;

· Write summary notes of the context, epidemiological profile and status of Chad's response to PMTCT, pediatric care and AIDS in children and adolescents;

· Formulate the vision and strategies that will guide the fight against HIV and AIDS in the country for the period 2019-2021 of the NFM based on existing strategy documents and taking into account the development of global strategies to achieve the objectives 90- 90-90;

Results / Expected products:

· Global Fund Concept Note for the period 2019-2021 finalized and validated;

· Annexes to the Concept Note finalized (performance framework, monitoring and evaluation plan, supply plan);

· The plan to accelerate the management of pediatric HIV / AIDS is revised and updated;

· A summary report of the mission is produced and submitted to the UNICEF Head of Section CSD.
