Pursuant to both Security Council Resolutions 2282 (2016) and the General Assembly (RES / 70/262), the United Nations proposes a new approach to "support peace" in Burkina Faso. It is a question of helping to prevent any return to a crisis situation. Guided by an innovative Peacebuilding Strategy, this approach will seek to address the triggers of instability through political engagement that emphasizes national ownership, a strong partnership with key actors, and a supportive structure. specific funding mechanisms and coordinating bodies at national, regional and headquarters levels.

The Sustainable Peace Strategy in Burkina Faso will target immediate policy interventions and institutional strengthening in policy-sensitive areas such as justice and the rule of law, security, national reconciliation and the transformation of cross-border conflicts. This will contribute to creating a political and social environment conducive to the implementation of the Government's longer-term development goals, as set out in the National Economic and Social Development Plan (PNDES). At the country level, the coordination of the sustainable peace initiative will be orchestrated by the UN Resident Coordinator with the support of a dedicated team. Coordination will take place through existing national mechanisms,

Some challenges remain in the area of ??justice and security, including restoring the social contract and regaining the confidence of Burkinabés in the state, in particular the consolidation of good governance and respect for human rights in a marked environment threats posed by terrorist attacks and violent extremism from the subregion, as well as increasing violence by self-defense groups.

In this framework, state institutions require a change of culture to become people-oriented institutions in terms of inclusive, consultative and transparent processes of institutional and legal reforms, as well as provision of justice and security services.

In support of this approach, the UNDP Office in Burkina Faso is recruiting an international consultant, expert in security sector governance, to

· Support national structures / actors in the development of National Security policies and strategies

· Develop - in support of host institutional mechanisms and in coordination with TFPs, a resource mobilization strategy for implementation, priority action plans and sector reform roadmaps.

Duties and Responsibilities

Functions and Main Principal Expected Results

Placed under the supervision of the Senior RSS Adviser and in collaboration with the Specialists in the UNS Program contributing to the sustaining peace approach, the Consultant will contribute to the national objectives of the consolidation of the governance of the security sector and the rule of law and respect for human rights in Burkina Faso.

For this purpose he / she will non-limitatively perform the following functions:

· Organize with the NDI the workshop on the role of CSOs in the governance of the security sector in September

· CSO mapping relevant to security sector governance by the end of August

· Analysis of challenges and opportunities to enable CSOs to play their role in SSR by the end of August

· Analysis of UNS entry points in the engagement of CSOs and legislative actors by the end of August

(All of these products above should have an annex on the Sahel)

· Proposal for potential activities for engagement between CSOs and legislative actors, by the end of August

· Support for the consistency of the texts regulating the fields of defense and security, in mid-August

· Support for national security policy development activities by the end of September

Elaboration of all the documents required to articulate the contribution of the SSR project to the project of capacity building in the Sahel at the end of September.

Impact on key results

As part of his mandate, the specialist will be evaluated according to the degree of achievement of the following results:

· Support the engagement and capacity building of national CSOs in the context of democratic governance of the security sector;

· Develop a map of key CSOs for security governance;

· Analyze the challenges and opportunities of the CSO implications in the national security architecture;

· Identify the relevant elements for synergy between actors of the democratic control of the security sector;

· Develop options for the coherence of the texts governing the national security sector;

· Support activities related to the development of the National Security Policy;

· Analyze the civil-military relations and their impact on the reinforcement of mutual trust between FDS and populations, particularly in the Sahel.

Support the Senior SSR Adviser in coordinating TFPs' interventions.
