Tenders are invited for Consultant GBV.

Danish Refugee Council is looking for a GBV protection specialist to support the mission in setting-up the SOPs and protocols of its new Emergency Response OFDA project in Central African Republic. The consultant will develop/review, in consultation with DRC staff in CAR and HQ, the SOPs and associated tools for the protection GBV activities and train the program teams on the protocols to be followed.

Who we are
DRC has worked with displaced and crisis affected populations in CAR since 2007. From 2007 until 2012, DRC implemented a large variety of activities covering protection, emergency education, rehabilitation, food security and livelihood. Following the Coup d-Etat and widespread violence since 2013, DRC reoriented its activities toward emergency response, protection and social cohesion. DRC works to facilitate and support return, promote durable solutions and ensure emergency response, the latter focused on Ouham and Ouham Pende prefectures. In a bid to respond to a broad range of needs (from humanitarian to more long-term development needs), DRC implements multi-sectoral projects in WASH, shelter, NFI distribution, protection, conflict management, food security and livelihoods. DRC has offices in Bangui, Bossangoa, Paoua, Bocaranga and Batangafo.

Background
DRC has since 2015 been funded by OFDA to deliver NFI, wash and shelter emergency support to conflict-affected displaced populations in Ouham and Ouham-Pende provinces. Building on results so far, DRC is now launching a new phase of this project focusing on meeting multiple sectoral needs, adapting as needed to the specific and fluid context in the area of implementation: Water sanitation and hygiene, shelter, protection, agriculture and food security, and economic recovery. As highlighted in the 2018 HRP, protection of civilians is a major concern in the current context of widespread violence. Protection monitoring missions conducted by DRC teams revealed that the most frequently recorded incidents are physical assault, extortion, torture and murder, taking into account that GBV cases are largely unreported. Noticeably, 10% of GBV incidents in mid-2017 recorded in the Gender-based Violence Information Management System (GBVIMS) took place on IDP sites. As a result, DRC identified the need to provide support to GBV victims with a tailored approach to the needs of women, girls, men and boys survivors as a priority when responding to emergencies in CAR.
DRC recognizes the dire need for improved GBV prevention and response in the wake of the cycles of emergency and displacement in CAR. However, DRC regular protection teams are not able to deploy as quickly as the emergency team. Moreover, the regular teams do not have the same flexibility in terms of geographical coverage, and ability to access remote areas. Having a GBV team integrated into the emergency team will allow for the needed geographic flexibility to rapidly respond in new displacements, and to function in areas where DRC is already working in order to provide case identification, referral to specialized services and follow up, basic psychosocial support for survivors of GBV and where possible to set up prevention activities. The further advantage of an integrated emergency programme is that DRC GBV teams will be able to quickly and directly refer people to DRC shelter/NFI/food security programmes to reduce vulnerabilities of people at high risk of GBV and GBV survivors.
Thus, the Emergency GBV team will implement activities such as safety audits, mobile/temporary safe spaces, referral and follow up of individual cases to external specialized services, Individual Protection Assistance (IPA), PSS support; group GBV awareness sessions and creation of community-based protection networks.

Consultancy objectives

DRC seeks the support of a protection and GBV specialist to develop/review its SOPs and provide tailored trainings to the Protection staff as well as the overall emergency team in order to implement a cost efficient, quality response of high impact. Onto this end, the consultant will conduct documentary review, undertake field visits and run workshops with key staff in CAR to produce the following outputs:

• Set of SoPs (created or developed in collaboration with the Protection Coordinator) on main program activities for the emergency team to deliver the GBV response package
• Training of the teams: in-depth training of the emergency GBV protection team on the SoPs to deliver high-quality GBV response, and to a limited extent, prevention activities, in particular expanding their capacity to deliver individual PSS assistance. General training of the other members of the Emergency Teams on protection mainstreaming and referral pathways.
• A report summarizing findings and recommendations addressed to the DRC Head of Programs and project teams, for optimizing the protection GBV impact of this OFDA-funded emergency program.

Consultant qualifications

• MA in a relevant field (sociology, anthropology, political science, human rights or other);
• Minimum 5 years- experience working on protection and GBV programming with an international NGO or UN agency, in conflict-affected countries or regions;
• Excellent understanding of displacement-related protection and GBV policy frameworks and standards;
• Strong and proven track record developing operationally relevant, practical program guidance for protection GBV implementation in complex emergency contexts in Africa. Experience working in Central African Republic is an advantage ;
• Excellent writing skills (shortlisted candidates will be asked to share examples);
• Fluent spoken and written French;
• Strong demonstrated training skills and demonstrated experience delivering protection GBV trainings in a field context.

Conditions
The consultant will travel for approximately twenty days to CAR including at least one field base. The assignment will cover a total of 25 working days, to be executed during the period running from October 15th to November 15th (to be confirmed). DRC will cover flight, visa fees, accommodation and per diem. The consultant must suggest a daily consultancy fee based on the nature and duration of this assignment and his/her experience.
