Assignment Description

The World Bank Groups Finance, Competitiveness and Innovation Global Practice (FCI) combines expertise in the financial sector with expertise in private sector development to foster private-sector led growth and help create markets in client countries.
FCI works with governments to create an enabling environment where financial stability, access to finance and risk management provide a foundation to crowd-in private sector investment, create capital markets, and accelerate equitable growth.
At the same time, the practice is focused on identifying firm- and industry-level constraints to deliver reforms which can drive growth and accelerate job creation.

The IFC Jordan National Quality Infrastructure (NQI) project, scheduled from June 2019 until June 2021, aims to improve competitiveness of Jordanian producers at international markets and thus increase Jordanian export. This will be done by improvement of the access of Jordanian producers to essential NQI services, support of the international recognition of the state control, and reduction of the cost of private sector compliance with national regulations by implementation of best production and regulatory practices and standards by both the public and private sector.
The Project will contribute to the overall improvement of the National Quality Infrastructure in Jordan, including the development of the National Quality Policy (NQP) and related regulations, which will benefit tightly related products safety control functions.

The project has three objectives:
1. Improvement of the access of Jordanian industrial products to international markets by modernizing the national quality infrastructure in line with international and regional practice, improvement of the producers access to quality services, support to manufacturers and improvement of the market surveillance.
2. Improvement of the access of Jordanian agri and food products to international markets by reforms of the national systems of the sanitary and phytosanitary control, better implementation of the Food Safety Law (of 2015), and implementation of the best international production practices and standards (such as GMP, GHP, HACCP, GAP) by the private sector.
3. Improvement of the access of Jordanian pharmaceutical products to international markets by implementation of harmonized Good Manufacturing Practice standards by producers of medicinal products, improvement of inspection procedures and quality management systems of the Jordan Food and Drugs Administration (JFDA), and support of JFDA accession to the Pharmaceutical Inspection Co-operation Scheme (PIC/S) and subsequent signing a Mutual Recognition Agreement with the EU.

The project is looking for highly competent Consultant / Consultants to support the third component of the project.
