Expression of Interest are invited for Consultant, Expert in Monitoring and Evaluation to Support the Project Management Unit (PMU) in the Implementation of the PDSDE Activities.

The Republic of Guinea Bissau has obtained a loan and a grant from the African Development Fund (ADF) and a loan from the Transition Assistance Facility (TAF) to cover the cost of the Development of the Distribution System of the Electricity in the city of Bissau (PDSDE) and intends to use part of the sums granted under these loans and this grant to finance the contract for the selection of an Individual Consultant, Expert in monitoring and evaluation to support the Project Management Unit (PMU) in the implementation of the PDSDE activities.

The services provided under this contract include:

• setting up and daily management of a project performance monitoring and evaluation system ;

• the design of a monitoring and evaluation database that enables: i) the calculation of indicators and ii) the development of quarterly indicator monitoring reports;

• the identification of material resources and human resources that may be necessary for the establishment and sustainability of themonitoring and evaluation system ;

• assessing the material and human resources required for the monitoring system and making proposals for capacity building to ensure its performance;

• training system stakeholders in the use of these tools and the database;

• the training of one or two national PMU staff to take over themonitoring and evaluation activities at the end of the contractual services;

• the development of a manual of monitoring and evaluation procedures for data collectors and their monitoring and evaluation ;

• Development of annual project and budget work plans (AWPBs) and dashboards to facilitate data collection for performance indicators and progress of activities. Periodically analyze deviations and make corrections if necessary;

• regular monitoring of intermediate indicators and end-of-project indicators and the production of corresponding reports, through periodic surveys;

• the exploitation and consolidation of reports submitted by the implementing partners and the project team and the presentation of project data and results to the project team.Analyze deviations and ensure enforcement of corrective actions;

• the drafting of minutes of project steering committee meetings, periodic project coordination meetings and workshops organized by the project;

• the proposal of a computerized system in view of greater efficiency in the storage, processing, analysis, use, circulation and presentation of relevant information on programming and management of the activities of



project. The implementation of the computerized system must be a module or an integrable solution to the existing information and management system;

• coordination of the mid-term evaluation and the final evaluation of the project.

The Project Management Unit (PMU) invites individual Consultants to apply for the services described above. The interested individual consultants must apply by providing adequate information on their ability and experience demonstrating that they are qualified for such services (detailed CV, copies of diplomas and certificates, reference of similar services, experiences in comparable missions, etc. .) at the address below .

The candidate will have to:

• Have an Engineer's degree in statistics, applied economics or any other equivalent degree (minimum level: BAC +4);

• Have at least 5 years of experience in monitoring and evaluation in development projects;

• Have developed at least one M & E manual or similar document;

• Have excellent writing skills,

• Have a good command of computer tools (Excel, Word, PowerPoint, Tompro, SPSS, EPI Info, etc.);

• Have excellent organizational skills;

• Have a good team spirit and rigor;

• Have a good command of French. Knowledge of Portuguese would be an asset;

• Have knowledge of the Sub- Saharan Africa sub -region . Knowledge of Guinea Bissau would be an asset.

• Knowledge of the energy sector would be an asset.
