How can you make a difference?

UNICEF seeks a highly capable individual consultant to develop an operational guide on Routine Immunization Plus Acceleration, in reducing maternal, neonatal and under-five mortality in the context of the SDGs in West and Central Africa and a guidance note on the organization of National High Level Immunization Forums. We consider both activities as pivotal shifts in the way of addressing bottlenecks in Immunizations.

Both the Operational guide on the Routine Immunization Plus Acceleration and the guidance note on the organization of National High Level Immunization Forums should be written in one of the two predominant official UN languages of West and Central Africa, namely French or English. The documents should provide the rationale as to why it is important at this historical time to develop this operational guide on Routine Immunization Acceleration and the guidance note on the organization of National High Level Immunization Forum, highlight the key roles, strategic and programmatic shifts that offer a niche for UNICEF, and summarize the evidence that support them. Both documents should clearly be linked with the Key result for children in Immunization which has been selected as the number one priority by 19 UNICEF Country Offices in the region

3. Purpose and Objective

These terms of reference (TORs) are to support the development of:

· An Operational Guide on Routine Immunization Plus Acceleration which implementation aims to achieve universal coverage with immunization and other related services delivered during immunizations (e.g. vitamin A supplementation and deworming, ITN, ORS-zinc) by 2020. The operational guidance will serve as a guiding document for national governments, national programme managers, civil society, partners/donors and NGOs. It will: i) provide a critical synopsis of the status of immunization programmes in the West and central Africa region; ii) highlight key bottlenecks/barriers to progress; iii) rationalize the urgent need for strategic and programmatic shifts in line with the Global Vaccine Action Plan (GVAP) in the context of the SDGs, focusing on core elements of the vision of success and the pathway of change; iv) describe policy, advocacy, strategic and programmatic shifts, priority actions and resources required at global, regional and country levels to achieve success; v) the partnership and the monitoring frameworks

· A guidance note on the organization of National High Level Immunization Forums, with the overall objective of reviewing progress in all areas of the EPI program and refine strategies and interventions to address persistent bottlenecks in order to move towards the expected results with a strong Political commitment and accountability framework at all levels The guidance note will help countries to organize Fora that will allow them to: i) Assess progress in immunization, including the implementation of GVAP 2011-2020 and HSR1 (Leadership and Governance, advocacy and communication, funding, service delivery (health structures and Community level) logistics / cold chain / GEV, monitoring and data management) ii)Identify key elements of program success and areas for improvement iii)Build consensus on and adopt priorities for leadership, advocacy and policy actions iv) Identify and endorse priority mechanisms and actions to strengthen intersectoral governance and accountability around immunization vi) Identify and approve priority operational / programmatic actions and mechanisms for continuous monitoring of progress. vi) Encourage parliamentarians and the private sector to make vaccination as one of the priorities of development programs;

The main activities of this consultancy will include the following:

· Development and submission of an inception report with timelines

· Development and submission of a draft operational guide on Routine Immunization Acceleration

· Sharing of the draft document (Operational guidance on Routine Immunization Acceleration) with WCARO and incorporation of comments

· Development and submission of a draft guidance note on the organization of National High Level Immunization Forums

· Sharing of the draft document with COs and selected partner organizations and incorporation of comments

· Revision and submission of the final documents

The main deliverables are:

· An operational guidance on Routine Immunization Acceleration and on the role of UNICEF in reducing maternal, neonatal and under-five mortality in the context of the SDGs in West and Central Africa.

· A guidance note on the organization of National High Level Immunization Forums

The outline and content of the documents will be developed in close collaboration with the WCARO Health Team, especially the Immunization Unit Team will provide further inputs at every step of its development.

To qualify as an advocate for every child you will have…

· Advanced university degree in Social Sciences, including Public Health, Epidemiology or related area.

· At least 8 years of experience on maternal and child health, maternal and child nutrition and health systems strengthening in resource-limited settings

· Ability to work collaboratively with UNICEF Child Survival and Development Team to design and write the different sections of the document

· Experience working in developing country settings.

· Knowledge of West and Central Africa is an asset.

· Experience in developing strategy documents, especially for UN agencies

· Fluent in both English and French
