Tenders are invited for Consultant for the Development of an Advocacy Package for Adolescent Sexual and Reproductive Health including FGM/C and Child/Forced Marriage.

Sexual and Reproductive Health and Rights (Srhr) are Cornerstones of Every Person’S Quality of Life, Srhr Targets were Included in the Mdgs and These Continues to Receive Attention in the Sdgs. Despite the Progress Made over the Years, Somalia Continues to Face Limited Access to Adolescent Sexual and Reproductive Health Information and Services that are Responsive to Their Needs and Expectations. In Somalia, Young Girls are Facing Poor Reproductive Health Outcomes because They are Highly Vulnerable to Srhr Related Problems Such as Hiv, Stis and Gender-Based Violence. The Young People Especially the Girls/Women Continue Facing Several Restrictions at Community, Societal, Institutional and Political Levels, Which Limit Access to and Their Utilization of Srhr Services Female Genital Mutilation/Cutting is Internationally Recognised as an Extreme Form of Violation of the Reproductive Rights, Health and Integrity of Women and Girls. It is a Strong Social Cultural Norm that is Perpetuated by Social Expectations, Misconceived Notions of Preservation of Cultural Ideals of Identity and is Deeply Hinged on Fear of Social Sanctions and Rewards. The Unfpa/Unicef Joint Programme on Accelerating the Abandonment of Fgm/C is being Implemented in Somalia since Inception in 2014. The Somalia Joint Programme has Collaborated with the Government of Somalia (Ministries of Gender and Justice) and Stake Holders (including Csos and Religious Leaders) to Intensify Efforts to Achieve the Abandonment of Fgm/C Practice and Child/Forced Marriage in Line with the United Nations General Assembly Resolution a/Res/67/146 to “Intensify Global Efforts to Eliminate Female Genital Mutilations” Which has been Reaffirmed by Sustainable Development Goals 5.3 “Eliminate All Harmful Practices, Such as Child, Early and Forced Marriage and Female Genital Mutilation”. Child and Forced Marriage (Cfm) is Also a Harmful Practice that is Both Understood as Religious and Cultural in Somalia. The Practice is Directly Correlated with Negative Benefactor Protection of Young Girls and Women in Somalia and Worsens with the Conflict, Droughts and Displacements that Deepens the Cycle of Poverty and Compels Families to Give out Their Daughters in Marriages as a Form of Socio Economic Survival and Protection. In Countries Where Fgm/C is Practiced including Somalia, Fgm/C is Performed to Control Women’S Sexual Desires. It is Also Considered as Part of a Girl’S Initiation into Womanhood and as Part of Heritage/Tradition, Preservation of Chastity and a Determinant of a Girl’S/Women’S Marriageability. It is Also a Source of Income and some Form of Community Political Power for Practitioners. The Normalization of Both Fgm/C, Gbv and Child Marriage in Somalia Complicates Campaigns to End These Practices and Continues to Optimize the Low Status of Women and Girls. This Results in the Subsequent Subordination of Women and Girls
