CONSULTANT for DEVELOPING A REGIONAL TOOLKIT ON SCHOOL READINESS

Project "Promoting Quality and Inclusive Early Childhood Care, Education (ECCE) and Parenting in Cambodia and Vietnam"

1. Background
Aide et Action (AEA) is an international solidarity organization for development which was created in 1981, with its headquarters located in Geneva, Switzerland. It is present in 25 countries in Africa, Asia, Latin America, Caribbean and Europe through its 110 projects, and contributes to the improvement of access to quality education for over 3 million children and adults. AEA started working in Southeast Asia in 2002, first in Cambodia, and later extended to Vietnam, Laos and China through both partnerships and direct implementation with local stakeholders (NGOs, governments, and communities). AEA believes in the universal right to a quality education, and thus, bases its interventions around this ethos. Aide et Action in South East Asia focuses its approach on four main themes:

• Access and Quality of Education

• Early Childhood Care Education

• Education for Girls and Women

• Inclusive Education

The region works with governments, communities and teachers to deliver quality education through a variety of capacity building and advocacy activities. AEA SEAC's first priority goal for 2019-2023 is to accelerate impact for children and youth at school and home, and invest in innovation and evaluation to measure its impact for children.

2. Project summary
The project “Promoting Quality and Inclusive Early Childhood Care, Education (ECCE) and Parenting in Cambodia and Vietnam” aims to ensure access to quality Early Childhood Care and Education (ECCE) for children aged 3 to 8 years, through enhanced teaching and quality of learning, responsive parenting and local ownership. The first year pilot will be implemented in Lai Chau province in Vietnam, and Kep and Kandal provinces in Cambodia.

To achieve the project's overall objective, the project will engage with a number of ECCE expert partners at the regional level to increase the collaboration, learning and experience sharing, and enhance policy advocacy for ECCE. Research mapping, exchange visits, and regional workshop will be conducted, and a regional toolkit on school readiness will be developed in order to better align Aide et Action-s ECCE programming in the region. At the community level, capacity, skills and practices of parents, teachers and local authorities will be built and strengthened to make them more accountable for children's learning and school readiness. Both preschool and primary school teachers will be trained and coached on child-centred teaching and learning methodologies to improve their teaching practices in support of children during their pre-primary to primary transition period. Parents will be trained on positive and responsive parenting and engaged in supporting their children's learning both at school and at home. Local authorities will be trained and supported to engage in the implementation of local education services, community awareness raising, and the integration of early childhood education into their investment plan. In addition, the communication and collaboration between these key education actors will be enhanced to share best practices, challenges and experiences.

This project is part of Aide et Action's broader ambition to increase the quality of early learning and school readiness in the Southeast Asia region. If the project receives continuous funding after the first pilot year, the achievements and impacts will inform the scale up of the grant scope to additional geographic areas in the second and third years, to reach and impact (directly and indirectly) more than 35, 000 children, community members and local authorities in the region.

3. Terms of Reference
3.1. Main Objectives

The regional toolkit on school readiness aims to provide Aide et Action Southeast Asia staff with minimum standards on school readiness, including a common definition and tools for implementation in order to standardise and align its ECCE programming across the Southeast Asia and China region.

The regional toolkit on school readiness will also be used as an advocacy document for promoting school readiness practices in the transition to early grades of primary school amongst peers and policy makers. This toolkit is part of AEA-s long-term ambition to develop holistic guidelines on ECCE.

3.2. Description

The regional toolkit on school readiness should include:

The complexities of demographic distribution and focus on AEA contexts and target groups (e.g. ethnic minorities, children with disabilities, small rural and remote communities, etc.);

Minimum standards on all dimensions of school readiness, including minimum standards on parenting, teachers- capacity, teacher dialogue and school environment;

Tools for designing ECCE projects with a strong focus on school readiness and transition from pre- to primary school for both students and teachers;

Minimum standards on AEA-s accountability for quality ECCE programming;

Guidelines on how to monitor and evaluate school readiness and development outcomes; including key indicators tools, project site visits etc.

3.3. Methodology

The process of developing this material will be led by one or several consultant(s) with advisory support from the ECCE Project Manager and technical support from the project advisory committee and country teams.

The formation of the toolkit will be conducted in 5 identified stages; (i) measuring expectations and needs of AEA; (ii) reviewing and collating existing global, regional and national ECCE resources; (iii) identifying gaps; (iv) drafting the toolkit and; (v) peer review and feedback.

AEA staff will be encouraged to be strongly engaged in the process and will work closely with the consultant(s). In the interest of Aide et Action Southeast Asia and because this toolkit will be applicable to the four countries, the development process will integrate the countries (Cambodia and Vietnam) targeted under this project and also Laos and China.

3.5. Role and responsibilities of the consultant

The consultant will be given the following responsibilities:

Consult with AEA SEAC regional and country teams to identify the needs and expectations for school readiness;

Conduct research mapping and policy analysis on existing national, regional and global guidelines and resources on school readiness;

Prepare a report with an attached draft version of the proposed regional toolkit;

Draft the regional toolkit on school readiness and incorporate existing identified resources;

Amend and finalize the regional toolkit after feedback from AEA staff.

3.6. Profile of the consultant

Preferably an advanced university degree (masters or PhD) in social development, education, international relations, development studies, or a related field;

Long track record experience in early childhood development both policy and implementation in the region;

Strong experience in developing similar documents;

Technical knowledge in early childhood development and policy reviews;

Strong program design skills, including capacity to prepare logical, coherent, and consistent documents;

Ability to work efficiently and effectively with project members, including remotely communicating;

Flexibility to adapt to any subsequent changes in the terms of reference;

Excellent English speaking/writing skills required; prior experience of facilitating multi-stakeholder workshops and dialogues.

3.7. Lines of communication

The consultant will be in direct and regular contact with the project manager based in the Southeast Asia and China regional office. Regular consultation discussions will be conducted with the Country Directors and Program Teams.
