Section 1. Letter of Invitation

To: All Qualified Consultants

Dear Sir/Madam:

1. On behalf of the Government of Jamaica, the Ministry of Health, Mental Health Unit has committed funds to undertake to develop Public Education Campaign on Mental Health Illnesses.

2. The Ministry of Health (Mental Health Unit) now invites proposals to provide the above consulting services. More details on the services are provided in the Terms of Reference.

3. It is not permissible to transfer this invitation to any other firm.

4. A firm will be selected under complete adherence and procedures described in this Bid document, in accordance with the Government of Jamaica Handbook of Public Sector Procurement Procedures which can be found at the following website: www.mof.gov.jm.

5. The Bid document includes the following documents:
Section 1 - Letter of Invitation
Section 2 - Instructions to Consultants (including Data Sheet)
Section 3 - Technical Proposal - Standard Forms
Section 4 - Financial Proposal - Standard Forms
Section 5 - Terms of Reference
Section 6 - Standard Forms of Contract

6. Bids must be submitted online using the Electronic Government Procurement Platform (www.gojep.gov.jm) on or before the stipulated submission date and time of Tuesday, December 04, 2018 at 11:00 am. Late bids will be rejected by the system. Bids will be opened at 11:15 am that same day, Tuesday, December 04, 2018 using the online platform, as such there will not be no public tender opening exercise. In this regard, the system will forward the tender opening report to all bidders who submitted a bid proposal.

The Ministry of Health reserves the right to accept or reject any or all bids (s)
or to re-tender, without thereby incurring any liability to the Bidder(s).
