Tenders are invited for Consultant to Develop and Update the Rwanda Women’s Network Procedures Manual for Finance, Human Resource and Procurement and Facilitate a Training Workshop Aimed at Implementing the Module.
Rwanda Women’s Network (RWN) is a national non-governmental organization (NGO) dedicated to strengthening strategies that empower Rwandan women since its inception in 1997 and has extensive experience in fostering women’s participation and grassroots responses to community challenges. RWN’s vision is for a healthy, empowered and peaceful Rwandan society. The organization’s mission is to work towards the improvement of the socio-economic welfare of women in Rwanda through enhancing their efforts to meet their basic needs and this is done through five core programs i.e. Health Care and Support, education and knowledge sharing; socio-economic empowerment; GBV Prevention and Response and governance and leadership.
Background to the consultancy
The purpose of the consultancy is to develop and update the Rwanda Women’s Network procedure manuals that articulate a process that can be used by RWN to implement and improve standards in accordance to current practices and Rwanda laws.
The main objectives are as follows:
Ensure the quality of RWN practices that in turn yield quality and value for money delivery of programme activities.
Provide standardized and up-to-date procedures for sound financial, HR and procurement in a user-friendly manner
Tailor make requirements for sound RWN policies and procedures that seek to support RWN as an institution.
Train the respective RWN staff on the new revised policies.
RWN is seeking the services of a consultant for the following tasks:
To review the RWN Financial, Human Resource and Procurement policies and procedures ensuring they are up to date with the current practices.
To review the policies and procedures integrating the National Labour and Procurement laws of Rwanda.
Ensure through training that the respective RWN staff understand the revised procedures and policies.
Expected outputs and deliverables
Revised Rwanda Women’s Network Financial, Human Resource and Procurement policies and procedures with relevant information in accordance to Rwanda laws.
Timeframe and workplan
The duration of the assignment will be 15 days, work plan to be submitted by the consultant. The consultant will also be expected to present an inception report/proposal on the understanding of the ToRs, methodology and financial preposition for this assignment.
