Title of the project: Increasing the resilience of tourist destinations vulnerable to natural disasters in Central America through public-private partnerships in disaster risk management.

2. Background
The tourism sector is one of the activities with steady growth in the region of Central America, every day this activity is shaping up to become a source fund amental for the development of the region. This type of tools allows companies to have instruments that agilely and easily incorporate aspects of disaster risk reduction in their operating processes, with actions that mitigate the impact of disasters on the continuity of their operations, reduce levels of vulnerability in their operating environments and allows them to build conditions of community resilience.

With the development of the present consultancy it is expected to lodge in the established WEB site to give support in the construction of business plans of disaster risk reduction, a section that guides and allows to build a risk reduction plan, specific for the sector tourist.

It is worth mentioning that initial efforts that identify and consolidate in a template what is established in international regulations related to business continuity and corporate social responsibility, current Guatemalan legislation and regulations; and the technical elements that under this work approach can be integrated into a business plan for disaster risk reduction have already been carried out and can be provided to the consultant as guidance and basis of the work to be carried out.

3. Purpose of the consultancy

PRODUCT 2 - Design and development of digital formats of the business plan for disaster risk reduction for the tourism sector:

The following activities are considered at least:

to. The brieff of the project that determines the scope, public goal and objective of the templates to be developed.

b. Adjustments to the design and structure of the home screen and information about the project (home page) of the WEB page, adding a new tab to the DRR plan for tourism companies.

c. Design and structuring of approximately 15 screens of information capture in PHP language (according to the tool in Excel provided by AcH)

d. Adjustment of algorithms for statistical results and consolidated data

and. Adaptation of the user login interface

F. Design and structure of database in MY SQL

g. Responsive web design adaptable to mobile devices

h. Form design with Plug In download in WORD, POWER POINT and PDF format

i. Development of DASHBOARDS, in Crystal, Tableau or similar components

j. Creation of access profiles for executive reports

k. Make a system of consultation and response similar to the one that uses yahoo answers (frequently asked questions)

l. Creation of users and passwords for 150 hotels approximately

PRODUCT 3 - Manuals, guides and training

a) List of applications or extensions (Names and versions of CMS, extensions, plugins, widgets modules, addons blocks, and any other name specific to each platform, with its name, version, functionality or others that are developed) as a guide for the administrator

b) Manuals and publication guides for content managers in the portal and webmaster guides for the project.

c) 5 Tutorials of 3 minutes each on the use of the platform

d) Conduct training for Action Against Hunger staff and tourism chambers on the use of the platform and tools

e) Perform two inductions on the use and income of users one in Monterico and one in Antigua Guatemala

f) Make adjustments and corrections according to problems of use presented to the hotels.

All analyzes and documents drawn up in the development of the consultancy should ref lejar a focus on gender equality, protection and conservation of the environment and the importance of the creation of Public-Private related to Risk Management Disaster elements that must be visibly expressed in the products.

5. Delivery method of the products
The contracted consultant or consultant must deliver the products indicated in section 4 of these ToR, under the following conditions:

§ Two (2) printed copies of screen captures that demonstrate the existence and main functions that from the WEB can be realized to elaborate a business plan of risk reduction to disasters for the tourism sector.

§ Two (2) electronic copies in USB, containing:

o Registration of acquired applications

o Document containing access codes, registry names and other similar

o A document that describes the methodology of the applied design.

7. Selection of the consultant or consultant

8. Role and responsibilities of the consultant or consultant:
They will be the exclusive responsibility of the consultant or consultant:

§ Maintain a constant coordination and communication relationship with Acción Contra el Hambre, through periodic meetings to advance the products.

§ Perform quality and the times required the products described in Section 4 of the present terms of ref erence.

§ Deliver, print and digital formats editable original products made in accordance with the parameters set forth in these terms of ref erence.

§ Validate with the staff of Acción contra el Hambre, the documents prepared, that guarantee the satisfaction of the expected products.

Have the computer equipment, professional software and printing equipment for the realization of the consultancy.
§ Register and adequately document the entire process and deliver all the information generated to Acción Contra el Hambre.

§ Cover the transportation costs necessary to attend the work meetings that are required.

§ Be covered by insurance against accidents and / or illnesses that may occur during the execution of this consultancy.

It is not allowed that in the course of consulting the service is performed by another person or company that is not the consultant or consultant hired.

9. Role and responsibilities of Action against Hunger
Will have a support role during the consultancy, limited to:

§ Provide the institutional support to facilitate the obtaining of data and complementary information for the realization of the consultancy, if necessary.

§ Provide the consultant with the available information and documentation that he has in existence (key messages, bibliography, logos, visibility indications, download links, etc.).

10. Budget and payment methods
The maximum budget of the consultancy is for Q. 23, 000.00 (twenty three thousand quetzales).

This amount will be paid by check and in quetzales, complying with all the requirements established by Guatemalan legislation, when delivering the products and supporting documents established by the Acción Contra el Hambre administration.

The forms of payment of the consultancy will be as follows:

§ 20% when signing the contract, acceptance letter of activity schedule and confidentiality.

§ 50% upon delivery of two printed copies that support the completion of what is established as products 1 and 2.

§ 30% against delivery of two printed copies that support the completion of what is established as product 3 and two USB containing digital copies that integrate all of the products reached and supporting documents to them.

The consultant / consultant team must extend the corresponding accounting invoices for each payment. Payments will be subject to legal deductions corresponding to professional fees.

11. Confidentiality
All the documents generated during this consultancy are the exclusive property of Acción contra el Hambre and the European Commission, the use of the information generated is not allowed in ANY way, without previous authorization.
