Tenders are invited for Consultant: Community Analyst-C4D Polio.

Title of the consultation: "International Individual Consultant: C4D-Polio Community Analyst for the Polio Epidemic Response Declared in October 2018 in the Republic of Niger".

1. Background and rationale The Diffa, Maradi and Zinder regions share a border with the northern part of Nigeria where there is a circulation of Polio virus (wild and derived). In July 2016, Nigeria, after 2 years with no recorded cases of poliovirus, reported 2 cases of circulating type 2 vaccine-derived poliovirus (cVDPV2) and 4 cases of wild type 1 poliovirus (PCVS1) in Borno State, Lake Chad Basin a high priority area for the Global Polio Eradication Initiative. In August 2018, 3 cases of Polio derivatives were reported in the Federated States of Katsina, Jigawa and Borno, residents of the Republic of Niger. On 21 September 2018, notification was made to the country of a confirmed circulation of cVDPV2 in the health districts of Magaria and Tanout in the Zinder region.

· Indeed, the case NIG-ZIN-ZIN-18-497 was notified by the health district of, originating from the village of Dan Marké, health area of ??Baboulwa. This case is genetically related to the environmental cVDPV2 of Jigawa in Nigeria.

· The case of Dungass has been confirmed cVDPV2 having a genetic link with the environmental case of Jigawa in Nigeria.

In view of the high risk of spread in the neighboring regions of Agadez from Tanout, Maradi from Magaria and Diffa from Dungass, the National Committee for the Management of Epidemics met in emergency on September 22, 2018 and developed a risk analysis presented and validated by the Global Group for Response to Epidemics (Advisory Group) on 28/09/2018. This risk analysis retained 30 DS in 4 regions: Agadez, Zinder, Maradi and Diffa.

To support the country's efforts, UNICEF is deploying Consultants. In addition to consultants in the field of Communication for Development (C4D) and in order to strengthen the team on data management, the UNICEF office in Niger proposes to recruit a "Consultant International Community Analyst" for a duration of 6 months renewable which will be centrally based. The management of data and evidence from the field is important for planning communication activities at all levels (from ITUC, DS, DRSP and up to the central level), developing collection tools orientation of the activities of community actors (authorities, leaders, NGOs / CSOs and community radios).

2. Objective of the consultation

2.1. General Objective Collect, process and analyze the social and administrative data produced by the Health System and the actors in the field to inform communication decisions and actions related to performance.

2.2. Specific objectives

· Support the review and use of GPEI tools for collecting and analyzing communication data and social mobilization of immunization (campaigns and routine);

· Compile and analyze data collected to measure progress in interventions, guide decision-making;

· Ensure compliance of District Communication Plan data between Situational Analysis, Objectives and Results Framework;

· Contribute to the reinforcement of the skills of the actors in the field in collecting and analyzing communication data in the context of vaccination (Campaigns and Routine);

· To report in an analytical and exhaustive way, on charts, cartographies or illustrations / diagrams the activities realized for the benefit of the communities.

3. Expected results

· GPEI tools for collecting and analyzing communication data and social mobilization of immunization are reviewed, adapted and used by the actors in the field;

· The data collected from the field are systematically processed and analyzed, showing the trends, opportunities and performances of the actions and actors of the vaccination;

· Communication plans for vaccination of health districts use a progressive and selective logic of the data used (Situational Analysis, Objectives and Results Framework);

5. Qualifications and / or specialized knowledge and key skills

To conduct this consultation, the applicant should have:

· Have a Master (minimum Bac +5) in the fields of Public Health, Science, Statistics, Economics and Social Science [Or have a university degree at the end of the first cycle ( License or Bac + 3 ) with a minimum of eight years of experience in Monitoring & Evaluation in Communication (C4D, Social Communication or IEC), Public Health or Social Sciences may be considered for the position].

· Have a minimum of 05 years of relevant experience in the field of Health and / or Vaccination;

· Have proven expertise in the production and analysis of quantitative and social data for consumer consumption;

· Have experience in the Sahel, particularly in countries with similar socio-cultural backgrounds to Niger;

· Have procedural skills and experience working with UNICEF or the UN System;

· Have experience working with parastatal institutions, non-governmental organizations or working in the health system;
