Tender Details

Tenders are invited for Consultant in Charge of the Elaboration of Programmatic "Guidelines" for the Protection of Children in Emergency Situations, Home-Based, P-5.

· Context: The situation in the DRC remains extremely complex and unfortunately continues to require massive humanitarian support for the most vulnerable populations. Despite considerable efforts in the DRC to consolidate peace and stability, progress remains limited, in part due to the continued presence of multiple armed groups throughout the eastern part of the country. In addition to these chronic emergency areas such as the Kivu and Ituri, new conflicts have recently led to the displacement of more than four million people in Kasai and Tanganyika. Permanent instability exposes children to physical, psychological and emotional damage. Conflicts have a disastrous impact on people, especially those who have been forced to flee their homes. In addition, children are exposed to multiple forms of violence. In addition to these conflicts, the outbreak of two outbreaks of Ebola virus disease in the provinces of Ecuador and North Kivu was added in 2018.

The volume of emergency protection activities set up in the DRC by UNICEF, through multiple partners, is therefore very important.

While the objectives and intervention strategies are clearly defined, the programmatic approaches are not yet fully harmonized and the lack of common understanding and conceptual clarity remains a constraint with regard to the coherence or even the quality of the protection programs. childhood in an emergency situation.

General objective: In line with the responsibilities of the National Office as defined by the accountability framework, the Child Protection Section wishes to develop a set of guidelines and programmatic guidelines as part of the "protection" intervention in emergency situation. These documents - accompanied by model presentations - will be sent primarily to DRC field office protection officers but also to UNICEF partners.

In collaboration with the communication section, these documents could also be used with other actors / stakeholders, such as donors, to explain the work of UNICEF or to respond easily to any queries / requests for information.

Expected results: Based on desk reviews and following interviews with the CPiE program manager and the head of the protection section, it is expected that the consultant will develop programmatic guidelines (2 to 3 pages) following:

1.Child-friendly spaces 2.MRM (Monitoring & Reporting Mechanism) 3.Psychosocial support, including in an Ebola context4.The establishment and operation of a community network for child protection5. Case management in the context of IDTR6. The "SEA" theme 7. Holistic support for victims of violence, including sexual violence 8.The process of family reunification of children9.The process of reintegrating children10. detention (with particular focus on those suspected of association with an armed group) 11.The role and functioning of a WGTP (Child Protection Working Group)

In addition to programmatic guidance, the consultant should develop a generic / generic PowerPoint presentation for each of these themes.
