Tenders are invited for Consultant BLO Approach for Maritime Locations in ASEAN.

The purpose of the assignment is to identify the potential use of the Border Liaison Office (BLO) approach for locations that do not have land or river borders. The assignment will also identify the most common challenges faced by ports or other ocean-facing locations in regard to managing the risks of transnational organized crime (TOC). Finally, the assignment will present a series of technical recommendations to bridge the gap between the standard BLO approach and the needs and demands of ports or other ocean-facing locations. The assignment will not address needs related to container control or other large commercial ports.

UNODC will begin to investigate the approaches and lessons learned in BLOs and determine how these can be applied to other locations with a focus on Indonesia, the Philippines (particularly the Sulu Sea area) and Malaysia. This process will include the assessment included in this consultancy.Work

Duties and Responsibilities

The regional roadmap for connectivity, such as the ASEAN Community 2015 and Greater Mekong Sub-Region Transport Master Plan, includes major upgrades in infrastructure and initiatives to promote a freer movement of people and goods. Entry and exit points at border crossings will be increasingly pressed by the need to ensure efficient movements while also guaranteeing the legality of these movements.
Border control officers in this region remain ill-equipped, making it difficult to combat the trafficking of people, narcotic drugs and precursor chemicals, wildlife, timber and counterfeit goods in a comprehensive manner. At the same time, the flows of people and cargo are growing bigger and moving faster, illustrating the need for increasing the fundamental knowledge, information and operational capacity among frontline officers.
UNODC supports over 76 BLOs throughout Southeast Asia. The combination of common training, tools, systems and equipment provided to BLOs helps countries in the region accomplish the following goals:
• Sustain and expand national coordination and policy committees
• Strengthen cooperation between front-line border agencies
• Strengthen cooperation between border agencies across national borders
• Enable the rapid sharing of intelligence leading to seizures and arrests
• Enable the sharing of information on modus operandi, trends and trafficking routes, and
• Facilitate the execution of joint operations against transnational crime networks

Currently, BLO is focused in the Mekong Region (Thailand, Myanmar, Lao PDR, Cambodia and Vietnam) and in locations that border ASEAN to the north including China and Bangladesh. In 2018 the Governments of Indonesia, the Philippines and Malaysia have expressed an interest in working with UNODC to stablish BLO-type structures. As island-nations and peninsular nations they do not always have land borders. However, the challenges faced by law enforcement agencies are similar the challenges faced by countries with land borders: lack of clarity in communications, lack of Standard Operating Procedures and deficient information sharing and trend analysis.

Qualifications/special skills

Academic Qualifications:
• An advanced university degree (Master-s degree or equivalent) in international law, economics, political science, social science or related fields, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
• A minimum of 10 years of relevant professional experience in academic work or study across the Mekong Region or South-East Asia region with national governments related to human trafficking, transnational crime including maritime crime, drug trafficking or other illicit activities, is required.
• Experience working with UN agencies, international institutions, law enforcement, the judiciary, military or other public security agencies is desirable;
• Computer literacy, including proficiency in document design (MS Word or Google Docs), databases maintenance (MS Excel or Google Sheets) and visual presentations (MS PowerPoint or other tools) is required.
Language:

• English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required.
