ASSIGNMENT DESCRIPTION

The Government of Montenegro (the Client) aims to attract private investment through a Public-Private Partnership for the development of two airports, located in Podgorica (TGD) and Tivat (TIV). Both airports are currently operated by a state-owned enterprise (Airport of Montenegro AoM). The overall objective of the assessment is to review the land acquisition process conducted by Govt of Montenegro(GoM) to reach full ownership of the Concession Site (resolution of disputes and legacy or liabilities), to identify where PS5 is applicable and if the government process is in line with IFC PS5. The assessment should also determine PS5 applicability of all land required for the airport expansion envisaged by the Project and recommend procedures to implement PS5. In addition the consultants shall support the GoM in development of a resettlement framework and guidance for effective public consultation.
