Objectives of the Consultancy

The overall objective of the consultancy is to provide technical support to the Ministry of Education-s relevant Departments to develop a national CPD/In-service Teacher Education framework.

Specific objectives are:

1. To present options based on other countries- experiences on a harmonised CPD/ in-service teacher education (in the form of paper as well as a key note speech at a planned seminar);

2. To facilitate the reflection and discussion by MoE-s working group on CPD/ in-service teacher education framework for Myanmar vis-à-vis the existing CPD/ in-service teacher education programmes;

3. To help the MoE-s working group in drafting CPD/ in-service teacher education framework for Myanmar.

Assignment Tasks and Expected Deliverables

Task 1:

§ Review existing CPD/ in-service teacher education programmes in Myanmar including their modules with special attention on equity (including gender equity);

§ Conduct meetings (face-to-face and/or telephone) and visits to observe and understand the current situation and context of CPD/ in-service teacher education in Myanmar, including, to a possible extent:

a. Meet with key stakeholders (teachers, Government officials at Nay Pyi Taw and State/Region/ District/ Township levels, development partners, etc.)

b. Visit two TE institutions offering in-service TE programmes (Yangon University of Education & one Education College)

c. Visit at least two schools, one with SITE programme and another with teacher mentoring programme

d. Meet with teacher education/training providers of non-State education providers, such as monastic schools and schools managed by Non-State Actors.

§ Draft an option paper on other countries- experiences on a harmonised CPD/ in-service teacher education and related policy options with equity focus that may be considered by Myanmar

§ Deliver a key note speech and presentation at a planned Seminar to be organised by MoE

§ Provide facilitative support to MoE in the Seminar in reaching a consensus on what CPD/ in-service teacher education framework in Myanmar will focus on, encompassing, at least, the three dimensions of needs as mentioned above (p. 2), and being equity- and gender-sensitive.

End Product/Deliverable 1:

§ Option paper presenting other countries- experiences on a harmonised CPD/ in-service teacher education that will be viable for Myanmar context (max. 15 pages without Annex);

§ Key note speech and presentation at a seminar

§ Brief report on the Seminar focusing on the way forward (including recommendations that come out of group work and plenary discussion

Task 2:

§ Based on the outcome of the Seminar in particular key recommendations, provide technical support to the MoE-s working group by facilitating their reflection and discussion on CPD/ in-service teacher education framework for Myanmar vis-à-vis the existing CPD/ in-service teacher education programmes including prioritisation of various types of CPD

§ Facilitate the MoE-s working group in drafting CPD/ in-service teacher education framework for Myanmar

End product/Deliverable 2:

§ A brief report on the group works

§ First draft framework on CPD/ in-service teacher education with equity focus in English

Task 3:

§ Present the draft framework to MoE and other stakeholders in a consultation workshop

§ Incorporate feedback from key stakeholders and produce a revised version of the framework

End product/Deliverable 3:

§ Final draft framework on CPD/in-service teacher education in English

Qualification and specialized knowledge/experience required for the assignment:

§ An advanced university degree in one of the following fields is required: education, public policy, or other relevant technical fields;

§ More than 10 years of experience in teacher education, preferably a combination of practice, research and technical assistance to Government entities;

§ Professional experience preferably in the Asia Pacific Region or countries with situation similar to Myanmar;

§ Familiarity with various modalities of teacher education or training programmes;

§ Previous experience in developing (drafting) a policy framework in the education sector;

§ Demonstrate experience in working with government officials;

§ Experience working in Myanmar/ understand the context of Myanmar is an asset;

§ Demonstrate ability to deliver on time and with exceptional results;

§ Excellent English language skills (oral and written).
