PURPOSE The Child Protection section of UNICEF South Sudan is looking for a highly qualified and experienced mental health and psychosocial support professional who has worked with children/adolescents who have faced ongoing, challenging and traumatic incidents. As part of the PSS strategy in South Sudan:

(1) A facilitator's manual for conducting psychosocial support activities and a training guide have recently been developed to target children and adolescents from three age groups, 6-10, 11-14 and 15-17, as well as parents and school children. The manual will be used for PSS activities with children and adolescents who are exposed to ongoing violence and stressors; be it in internally displaced communities, in conflict affected environments, in alternative care and out of school. Children reached through the curriculum are likely to be children affected by armed conflict, violence, abuse and exploitation, children who are marginalized in their communities, who lack access to basic services (food, hygiene and education).

This manual will be expected to be used by facilitators, social workers, community based PSS focal points and PSS volunteers at child friendly spaces and during community based PSS sessions (mainly staff of UNICEF's NGO/INGO partners) as well as by teachers during school based PSS sessions. The selected consultant will field test the draft manual in selected field locations and will then carry out a training of trainers at national level and state level covering 10 emergency-affected states for UNICEF's PSS NGO/INGO partners (member of the CP sub cluster). This training will also include building the capacity of the UNICEF Child Protection section, and if required other sections such as Education, Health, Nutrition teams, and to use and roll out the draft manual during their work. There will also be follow up training and mentoring including remote support and in the field (local level training). The consultant will be based in Juba with frequent travel to field locations across the country.

(2) UNICEF Child Protection section is also planning to conduct a series of trainings on provision of PSS support for adolescents and youth. The consultant is also responsible to draft a training module based on the UNICEF adolescent tool kit and conduct a series of TOTs for UNICEF staff and implementing partner organization focal points.

MAIN RESPONSIBILITIES AND TASKS

· PSS manual -With the support of the CPIE Manager and CP Specialist for PSS, the consultant is responsible to field test the manual in two locations

· Organize and carry out a training of trainers at Juba level and selected states.

· Liaise with supplies and a printing company to print the manual, training guide and support kit for facilitators (accompanying large size pictures and activity cards)

· Develop a Facilitator's Kit which contains the manual and other required items such as stationery as well as a T-shirt or other item to identify the Facilitator

· ToTs for PSS manual- conduct series of ToTs together with key PSS experts from PSS working group to roll out the PSS manual including follow up

· Youth training module and ToTs - Develop a training module based on UNICEF Adolescent tool kit for adolescent/Youth

· Conduct ToT series for UNICEF and focal points from implementing agencies (with the support of PSS partners.

Proposed Outputs and Key deliverables

· Manual and training guide field tested in two locations

· Final revisions made to manual and training guide based on recommendations from field testing.

· Training of trainers of the proposed PSS manual carried out at Juba and state levels based on a phased and well-structured training plan

· Follow up trainings organized and supervised for both remotely and at local level is carried out

· PSS manual printed and Facilitator's kit developed

· Adolescent and youth training module drafted series of ToTs conducted

Proposed timeline*:

· Month 1: PSS manual and supporting package is finalized (including Facilitator's Kit) handed over for printing in all 6 local languages and in English. The ToT plan is developed and finalized together with PSS capacity building for UNICEF's partners.

· Month 2-4: ToTs for PSS staff from UNICEF and partner INGOs/NGOs has started with a phased approach and handed over to UNICEF PSS capacity building focal NGOs. The consultant should also conduct monitoring and follow ups to ToTs An adolescent /Youth module is drafted based on UNICEF Adolescent tool kit and ToT plan finalized

· Month 5: ToTs for adolescent and youth focal points of UNICEF implementing partners started with a phased plan (at least 25% completed)

· Month 6: Final report including recommendations on way forward. Final week: debrief and finalization of assignment reports and recommendations

· A work plan will be developed during the first week of the assignment and key tasks can be reviewed based on discussions with CPIE Manager and CPS-PSS

Conditions of the Consultancy

The consultant will report to the CPiE Manager and will work in coordination with the Child Protection Specialist for PSS, PSS working group and PSS capacity building NGOs appointed by UNICEF

Timeframe

Terms and timing for the consultancy is six months. Time frame for draft deliverables to be agreed with the Child Protection in Emergencies Manager. Duration Âand deliverables might change based on the need and practical reasons identified during the assignment.

MINIMUM QUALIFICATIONS AND COMPETENCIES

· Advanced university degree or bachelor degree in Psychology, Mental Health, Social work, Development or any other relevant field.

· Qualified psychologist, mental health professional and/or clinical social worker specialized in children's issues: will be highly desirable for the assignment.

· 5 years of experience of developing Mental Health and Psychosocial Support curricula for children with specific needs, or work experience in IDP, refugee setting related to child protection, PSS or community based CP.

· Experience of East Africa and South Sudan a plus;

· Strong interpersonal skills and the ability to work cross-culturally.

· Fluency in written and spoken English

· Significant knowledge and experience from the field of MHPSS, including developing and/or implementing focused psychosocial support programs for children in humanitarian settings.

· Excellent knowledge and experience in using diverse tools and approaches adapted to children's needs;

· Good foundation on the IASC Guidelines on Mental Health and Psychosocial Support in Emergencies and Child Protection Minimum Standards(CPMS)

Demonstrated Skills and Competencies:

· Works well under pressure, flexible and ability to adapt;

· Strong ability to organize work, meet deadlines, prioritize and solve problems creatively

· Experienced in giving training workshops

· Experience in piloting new projects, desirable

· Demonstrated experience in the domain of child protection and preferably psychosocial support.
