Background and Justification The overall purpose of the “Promoting the Realization of the Rights of Children with Disabilities in Swaziland 2015-2017” project(hereinafter referred to the Disability Project), was to promote and protect the rights of children with disabilities through creating safe school and community environments. The three key project components were national policy/ legislative level support to advance equity, especially for children with disability; infrastructural and equipment improvements for more accessibility and more accessible school environment for children with disabilities; and capacity building for inclusive education, information and service provision for key education, health, and community sector service providers. The project implemented in partnership with the Ministry of Education, Ministry of Health (School Health Programme) and Deputy Prime Minister’s Office was financially supported by the Korean National Committee for UNICEF over a period of three years, and some of the key interventions implemented during this period include: i.Capacity strengthening for key entities working with persons with disability, including NGOs and government.ii.Costing of the National Disability Plan of Action. iii.Meaningful child participation activities for children with disabilities. iv.Advocacy for the passing of the Disability Bill. v.Provision of technical and financial assistance towards the development of the M&E framework for the National Disability Plan of Action. vi.Public awareness raising on the rights of people with disabilities. vii.Provision of health services by school health team. viii.Promotion of school vegetable gardens in selected demonstration schools.

Scope of Work

1)Goal and Objective: The purpose of this consultancy is to conduct a summative project review of the “Promoting the Realization of the Rights of Children with Disabilities” project, implemented at national level and in targeted geographical areas in Swaziland. 2)Details/reference to AWP areas covered: The consultancycontributes to theOutcome 2 of the Government of Swaziland/UNICEF Country Programme 2016-2020; Output 2.1: Government institutional capacity to legislate, plan and coordinate for the prevention and response to violence against children strengthened; AWP Activity 2.1.6: Support development of national legislation and plans for prevention and response of VAC (Disability Act, National Plan of Action, Regulations for Children's Protection and Welfare Act).

3)Activities and Tasks: Under the supervision of the Chief, Youth and Adolescent Development, the Consultant will determine the following: 1.Effectiveness of the project, answering the questions: Did the initiative achieve the intended results according to the planned project goals and objectives? Were planned activities conducted as planned. What were the intended and unintended achievements. What factors contributed to the achievement of the results?2.Efficiency of the project, answering the questions: Are achieved results satisfactory in view of the costs incurred (value for money)3.Sustainability and ownership, answering the questions: how sustainable is the initiative and how will project achievements be sustained post UNICEF support? 4.Challenges encountered: what are the key challenges encountered in meeting project goals and objectives?5.Lessons learned and recommendations: what are the key lessons learned? What are the recommendations emerging from the summative evaluation that would inform future support for realising the needs of children with disabilities?

4)Work relationships: The consultant will work under the supervision of the Chief, Youth and Adolescent Development, and guidance of a Technical Working Group, which will be comprised of government and non-government stakeholders.

5)Outputs/Deliverables [Outlined in fuller detail below] •Desk review and inception report; •Data collection tools and detailed field workplan; •Draft project review report; •Final project review report.

Deliverable: Desk review of all project documents (project proposal, implementation reports, activity products, financials) and inception report that provides a synopsis of the assignment. Inception report must cover the description of methodologies to be used; a workplan, outlining schedule of activities and timelines; as well as an outline/framework of the final report. To qualify as an advocate for every child you will have…

Desired competencies, technical background and experience

· A minimum qualification of an advanced graduate degree in social sciences, (Sociology, Economics, Anthropology, Development Studies), Statistics, Demography or other related fields.

· At least 7 years’ traceable experience in conducting summative program/project evaluation.

· Strong research, data analysis and triangulation experience analytical and report writing skills.

· Demonstratedanalytical and writing skills, with proven ability to produce high quality reports.

· Capacity to deliver within specified timeframes.

· Demonstratedability to effectively cooperate with Government and other stakeholders.

· Previouswork experience with UNICEF-supported programs/project in a similar capacity is an advantage.

Administrative issues The Consultant will report to the Chief, Youth and Adolescent Developmentat UNICEF. Progress updates meetings will be held at the UNICEF Swaziland office with the supervisor. The Consultant will submit weekly progress reports to the Chief, Youth and Adolescent Development.

Conditions: •The Consultant is expected to work in his/her own office space, and where required office space will be made available for the Consultant at UNICEF.•The consultant should include costs of travel and communication within the consultancy proposal.•The Consultant will provide his/her computer for the assignment.•The selected candidate will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.

As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary. The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
