Context and framework of the study

For more than 30 years, the European Guilde of Raid, association recognized of public utility, supports the implementation of microprojects of Solidarity International through North-South partnerships.

The Micro Projects Agency (AMP) is a program of the association La Guilde, supported by the French Development Agency. It aims to support small French associations in the implementation and financing of international microprojects [1] .

The Observatory of Microprojects, pole of the MPA, is a platform dedicated to the capitalization of the experiments, the development and the diffusion of the knowledge around the microprojects and their actors. Designed in a participatory spirit, its main missions are to promote the "microproject approach" through the pooling of experiences and a better knowledge of the actors and their practices. With this in mind, the GPA regularly commissions studies to better understand the practices, specificities and impacts on the intervention areas of international solidarity microprojects and the structures that support them. These studies help to change the activities of the Micro Projects Agency and to give more visibility to micro-projects and their stakeholders.

In 2018, the GPA is interested in partnerships practices carried by small UPS and the distribution of roles of each in the conduct of development microprojects that result.

The Micro Projects Agency thus proposes to a consultant to carry out a study based on the terms of reference developed below. The purpose of the latter is to enrich the existing literature on microproject actors and their field practices in a relevant way, with a focus on the diversity of partnerships, their specificities in micro-projects and their expected or induced effects. - on field initiatives. It will contribute to the identification and the valorization of the good practices, contributing its stone to the mission of reinforcement of the actors of the microprojects fixed by the AMP.



Objectives of the study :

General objective :

Through quantitative and qualitative data, deepen the knowledge of small UPS and their partnership practices (actors, origin, etc.) in the context of micro-projects. This, in order to identify any specificities in the design and development practices of small UPS and to question their more general contribution in the conduct of projects in the field.

Specific objectives :

1) Establish a general typology (state of play) of partnerships involving small French ASIs established in the context of microprojects (origins, nature, structures involved, operating methods).

2) To deduce the possible causal relationships between the different configurations of partnerships and the diversity of microprojects observed in the field (design, implementation, viability). This census should target and problematize the most interesting aspects to study, including good practices, brakes, opportunities and factors of failure.

3) Identify the characteristics (specificities) and challenges (current issues and difficulties) specific to small French UPS in the conduct of development projects and more specifically in the conduct of partnerships (France and abroad). Special attention will be paid to the division of roles between French ASI and local partners throughout the microproject life cycle. Methodological approach

Framing the subject

This study targets small French associations carrying out international development microprojects already realized or in progress. The criteria selected are the following:

o Association of French Law;

o Maximum 250, 000 euros of annual resources;

o Active (realized, in progress or planning of a microproject in the field);

o Carrier of a microproject development (overall cost less than EUR 150 000);

The priority sample will be made up of international solidarity associations with at least one winning project (in progress or realized) of the Micro Project Agency's endowments in order to have sufficient material for the study of ongoing partnerships with the organizations. ground. This sample may be extended to other non-winning associations or non-members of the AMP database according to the identified needs and interest.

Methodology

It is expected that the consultant will explain how he / she wishes to carry out this study and propose in particular a methodology for data collection. The consultant will have to explain the chosen sampling methodology and critically examine the reliability of the data during his / her work.

It is expected that the consultant will problematize and target the key points to be studied within the framework of the specific objectives 1) and 3) of the study. He / she will also be free to propose their own criteria for analyzing and classifying partnerships.

The survey elements (questionnaire, interview grid, etc.) must be amended and validated by the steering committee before being sent to the associations.

Deliverables

The study must be written in French and respect the layout format submitted by the AMP team (in Word format). The document should consist of approximately 40 pages supplemented by the appendices (bibliographic references, interview notes, etc.). An interim report must first be presented. After amendments and amendments, the report will be considered final.

One to two refunds are programmed:

o An internal report during the interim report in order to compare the observations of the expert with those of the GPA Steering Committee to amend the document (mid October 2018).

The intervention schedule

The study must be carried out within a maximum of 10 weeks from August 20, 2018 at the latest (rendering of the interim report week of October 15, 2018, final report week of November 5, 2018 ). The consultant is free to propose a chronogram in line with his methodological approach and his own schedule.



Resources made available to the provider and follow-up of the study

Financial and material means

The service provider has a flat-rate envelope of € 10, 000. This envelope includes all the costs generated by the study, including the travel expenses that can be incurred for the interviews. The consultant is required to justify the expenditure of this envelope in his application for funding.

Human resources

A steering committee will be set up to advise the service provider and to amend his decisions. A follow-up will be done with the person in charge of the Observatory every 15 days to 3 weeks. The latter is at the disposal of the consultant to support him in his efforts.

Access to data

The service provider will have access to the archives of the MPA (presentation sheet of the associations financed by the MPA, documents references of projects, preliminary studies, evaluations, contacts of the carriers of projects). The steering committee will help the consultant to study the different possibilities of dissemination of the questionnaire and / or any other query technique via the database and its partners.
