Tenders are invited for Consultant / Specialist in the design and use of the Public Policy Monitoring System.

Background

At a time when it seems consensual that political-institutional stabilization in Guinea-Bissau necessarily requires legislative and institutional reforms, and this is reflected in the various strategic documents and political agreements, it is essential to prepare technical and organizational organizations civil society to be able to participate in implementing the planned reforms, monitoring their implementation and evaluating their results.

It is in this context that UNIOGBIS supports the consortium ONG Tiniguena and Guinean League of Human Rights with the purpose of making (i) Identification and mapping of experiences of Guinean Civil Society on conflict mediation and monitoring of public policies, (ii) Creation of (iii) Strengthen the capacity of social actors to participate in the decision-making process on the implementation of reforms.




Duties and Responsibilities

General objective:

Contribute to the capacity building of CSOs in order to facilitate their participation in monitoring reforms.

Specific objective:

· Provide CSOs with an appropriate mechanism for monitoring and evaluating the implementation of reforms;

· Create an integrated monitoring platform that integrates the information gathered by existing observatories;

· Create a database and provide information on the implementation of reforms.

· Support the design and creation of a page on the LGDH and Tiniguena websites to make monitoring data available

· To present monitoring methodology and technique based on the provision of software program tools and / or manual mechanisms for collecting information and processing of monitored data;

· Support CSOs to develop baseline and indicators to monitor public policies;

· Participate in the workshops on the reforms, in order to remove elements for the development of the above-mentioned baseline and indicators;

· Train the elements of the CSOs that will be part of the network in the use of tools for monitoring political governance;

· Support the structuring and operation of the CSO network for monitoring reforms;

· Support the production of the first report of the Network

· Produce a final report on the trainees' performance and their potential.

· Produce a strategy for mobilizing resources for the operation of the network, in particular the development of a project that can be presented to the partners.

· Diagnosis of thematic sectors;

· Provided training in the field of public policy monitoring, with emphasis on reform processes (reforms of the State, the Defense and Security Sector, the Electoral Law, the Framework Law for Political Parties and the Constitution of the Republic)

Expert profile

· Higher education in the areas of Public Administration, Management, Sociology, Social Sciences, or related fields;

· The expert must have an academic background and proven professional experience of more than 15 years in the areas of statistics, as well as with international organizations and / or civil society organizations

· Experience in defining monitoring strategies and support the evaluation of public policies;

· Knowledge of the socio-cultural and institutional reality of Guinea-Bissau;

· Domain of Portuguese.
