Tenders are invited for Consultant - Research Paper Refugees and Migrants- Perception of Security Forces and Border Crossing Experiences in Liptako Gourma.

The Mixed Migration Center 'MMC' is a leading source for independent and high quality data, information, research and analysis on mixed migration. Through the provision of credible evidence and expertise, the MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, to positively impact global and regional migration policies, to contribute to protection and assistance responses for people on the move and to stimulate forward thinking in the sector responding to mixed migration.

The MMC is developing a research publication on refugees and migrants- perception of security forces and border crossing experiences in Liptako-Gourma.

The overall objective of the Research Paper is to provide evidence on migration patterns and trends, and experiences of migrants in Liptako-Gourma, specifically with regard to border crossing between Mali - Niger - Burkina Faso.

The Research Paper will aim to generate empirical data on aspects of the context where there are knowledge gaps and in particular on migration through the region. The situation on the ground is dynamic and constantly evolving, for this reason the knowledge of the situation and the response is lagging behind. Improving this knowledge based on empirical data will help to better understand the needs and to calibrate responses.

The specific objectives of the Research Paper are the following:

· Provide an in-depth analysis of the context of insecurity and complex power dynamics involving state and non-state actors, and its impact on migration in the area.

· Analyze migration patterns and trends in Liptako-Gourma, including routes used by refugees and migrants and their control by state and non-state actors.

· Assess migrant experiences within the region and more specifically at border crossings, in particular their experiences with security forces and other informal security providers (if any), as well as protection incidents.

· Discuss how different patterns of local governance impact migration trends and migrants themselves.

The Research Paper will be based on data collected between July 2018 and December 2018:

· 4Mi survey specific to the BSM project conducted between July 2018 and December 2018 in Gao, Timbuktu, Dori and Tillaberi.

· Semi-structured interviews with security forces carried out by the local consultants in Gao, Dori and Tillaberi.

· Interviews with national authorities in Bamako, Ouagadoudou and Niamey carried out by the MMC analyst.

· Interviews with the 4Mi monitors carried out by the MMC analyst.

Purpose

MMC is seeking to recruit a consultant to author, in collaboration with the MMC analyst, the Research Paper on border security and management (BSM) in the Liptako-Gourma, focusing on refugees and migrants- perception of security forces and border crossing experiences.

Key Responsibilities

The main tasks of the consultant will be:

1) Attend a two day methodological workshop in Dakar in November 2018 hosted by the MMC: during the workshop the MMC team and the consultants will elaborate the conceptual framework, questionnaires for the interviews, security and ethical protocols.

2) Define an outline for the Research Paper in collaboration with the MMC team.

3) Literature review: the consultant will review relevant sources of literature, in collaboration with the MMC analyst.

4) Analysis of research findings: the consultant will analyze the findings from the fieldwork in collaboration with the MMC analyst.

5) Reporting: draft of the Research Paper, in collaboration with the MMC analyst (see below section on deliverables)

The modalities for the research collaboration between the consultant and the MMC analyst will be defined during the methodology workshop in mid-November. The duration of the assignment is four months from November 2018 to March 2019.
