CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA-s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30, 000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultant - Reporting Coordinator, Beirut - Lebanon

Description of Duties and Responsibilities

· Providing technical support to the Lebanon Field Office on formulation of donor reports, ensuring timely submission of financial and narrative reports;

· Participating in the formulation of project proposals and identify linkages across programme activities and critical points of integration;

· Supporting the Programme Supp ort Office in project monitoring and reporting as well as and documenting best practices and lessons learnt;

· Responding to donor queries and questions regarding ongoing and completed projects;

· Maintaining the project management system and input master data on all new projects, including file management and bi-weekly reporting on project report dates;

· Collecting and analyzing data on UNRWA-s Syria Crisis Response for regular internal reporting purposes;

· Organizing and participating in regular work plan and programme review meetings with all departments within the UNRWA Lebanon Field Office, taking minutes of meetings and following up with necessary actions;

· Preparing substantive briefs as needed and identify in close partnership with the Programme and Area Teams new opportunities/initiatives;

· Supporting effective application of RBM tools;

· Providing support to the Front Office as required.

minimum Qualifications and Experience

A university degree from an accredited educational institution in International Relations, Development or a related field;
At least four year of relevant work experience in the field of international development or emergency relief;
Excellent command of written and spoken English.
COMPETENCIES

· Excellent research and drafting skills and proven ability to draft external and internal documents to a high standard;

· Proven ability to work remotely and independently;

· Ability to develop clear goals and identify priority activities and assignments;

· Excellent communication skills in both spoken and written English;

· Strong interpersonal skills and the ability to establish constructive working relationships with a wide range of stakeholders, and with people of diverse backgrounds;

· Sound judgment and the ability to maintain confidentiality.

dESIRABLE QUALIFICATIONS

· Understanding of Middle Eastern context and Palestine refugee issues;

· Knowledge of Arabic;

· Knowledge of UNRWA-s work in Syria;

· Knowledge of the operational context in Lebanon at present;

· Excellent presentation skills;

· Good knowledge of information technology and proven ability to apply it in work assignments.

CONDITIONS OF SERVICE

· The duration of the consultancy is until 31 December 2019 (extendable);

· Remuneration for this consultancy will depend on the qualifications and experience of the candidate;

· The consultant will be based in Beirut, Lebanon
