Tenders are invited for Consultant - Governance and Peacebuilding Initiative Final Deliverables - Remote.

Background:

Governance challenges like illegitimate and unfair institutions, lack of political inclusiveness, political marginalization of identity groups, unequal provision of services, and corruption are not only worth addressing in and of themselves, but are often also key drivers of conflict. Positive governance outcomes like fair power structures, effective and legitimate institutions, well?functioning government, low levels of corruption, inclusive political settlements, equitable provision of public services, and equitable laws and policies that promote acceptance of the rights of others are critical for creating an enabling environment for peace. From the UN-s Sustainable Development Goals to DFID-s Stability Framework to the OECD-s States of Fragility Framework, the link between governance and peacebuilding are increasingly being made by leading donors, think tanks, organizations and institutions, but the evidence of the linkage is thin and often contradictory. Particularly as it relates to strategies to promote collective action for building peace and social cohesion, citizen engagement and social mobilization strategies are often used without a clear understanding of how interventions will interact with certain governance and conflict contexts.

In the interest of better understanding the linkages between good governance and sustaining peace and preventing conflict, to date Mercy Corps has conducted an internal audit of programs with governance and peacebuilding components (specifically focused on identifying programs that use governance approaches to promote peace, prevent conflict and address root causes), conducted a literature review internally and externally on the peacebuilding and governance intersect, and developed a framework for understanding how our programs address governance related root causes of conflict.

Purpose / Project Description:

The purpose of this consultancy is to support Mercy Corps in better understanding how our programming not only prevents the outbreak, escalation, or continuation of violent conflict, but also addresses the social, political, economic and ecological root causes of conflict, promoting an enabling environment for peace, specifically focused on the governance sector. The consultant will review the work done to date (program audit, literature review, program framework and analysis of how Mercy Corps interventions relate to the evidence) and develop a set of materials that will best communicate this research, provide practical guidance to field teams about how to best use governance approaches to address conflict and guidance to Mercy Corps about how to best align our approaches going forward (materials include case studies and guidance document for field teams, capacity statement for program design purposes, issue paper and recommendations for future programming).

Consultant Activities

The Consultant will:

· Establish work plan in collaboration with supervisor.

· Conduct a review of materials thus far including becoming familiar with all associated documents and illustrative programs (program audit, literature review, program framework and analysis of how Mercy Corps interventions relate to the evidence) LOE 2 days

· Half day meeting with supervisor to review and update the framework based on the literature review and revise based on literature and feedback from TSU teams LOE 1 day

· Draft 3-4 short (e.g. half page) impact briefs of Mercy Corps programs that best illustrate the agency-s key approaches to governance and peace/conflict summarizing the approaches, underlying logic, outputs, learning, evidence and impacts in support of key governance drivers of conflict and key governance approaches to address them. LOE 2 days

· Audit of measurement approaches (key measures and theories of change) on Mercy Corps- approach to the peacebuilding/governance intersect. LOE 2 days

· Draft a research brief for external audiences that brings these pieces together and includes the latest theory and evidence on the peacebuilding/governance intersection, Mercy Corps- approaches with key program examples for each approach and best practices, incorporate feedback in collaboration with Mercy Corps staff, finalize. LOE 10 days

· Draft strategy recommendations and key research questions (2-3 pages) to inform our governance-related research agenda and to strengthen Mercy Corps- impact in this space moving forward including how can we better align Mercy Corps- programs with the evidence. LOE 1 day

Total LOE is 18 days, not to exceed 25 days

Consultant Deliverables

· Revised governance and peacebuilding factors

· Impact briefs of Mercy Corps programs that best illustrate our impact in this space, summarizing the programs- approaches, underlying logic, outputs, and impacts

· Capacity statement that will serve as practical guidance for field teams on governance and peacebuilding approaches

· Research brief that synthesizes analysis

· Strategy recommendations for strengthening Mercy Corps- impact

Note: Changes to assignments or deliverables will be agreed to and reviewed by the Consultant and supervisor.

Consultant qualifications:

Successful candidates will have at least 10 years of experience designing, managing, evaluating, or supporting governance and/or peacebuilding programs; strong writing skills; and ability to synthesize information, coordinate with diverse stakeholders at Mercy Corps, and work independently.

All deliverables to be completed by January 30, 2019
