Tender Details

Tenders are invited for Consultant - Achievement Summative Evaluation of the UNICEF-Togo Partnership with Radios for Behavior Change and Adoption of Child-Friendly Practices (2012-2018).

In 2013, during the development of the UNICEF country program in Togo, socio-demographic indicators for children (girls and boys) showed a steady or weak trend, particularly in terms of infant mortality, malaria, neo-medical conditions and birth and education (for more details see section 5).

Based on this analysis of the situation of children, the Government of Togo and UNICEF signed on November 15, 2013, the Country Program Action Plan (CPAP) 2014-2018. The CPAP is fully integrated into the United Nations Development Plan or UNDAF 2014-2018 and thus contributes to the implementation of the Togolese Government's Accelerated Growth and Employment Promotion Strategy (SCAPE). The objective of the Togo-UNICEF CPAP is to contribute to providing support to the Government towards achieving the MDGs, with a focus on children and in particular the most vulnerable children.

One of the strategies chosen by the country program is the partnership with the media, especially community radios, to inform the community, especially children and women, about the basic social services they can benefit to improve the living conditions of children. and facilitate their access to basic social services for girls and boys. Such a strategy, implemented in several regions of Togo, was supposed to contribute to the achievement of the objectives of the Country Program as mentioned in the Country Programming Document of Togo in Togo (CPD) 2014-20181.

The partnership with radios has been the subject of annual reviews in the past and even a mid-term review. These exercises verified the progress of the established partnerships. However, important questions still remain to be explored: • To what extent these emissions have really influenced the behavior of women and children in the targeted areas • What is the level of participation of the sectors of health, education, Child protection in the media partnership? What is the role of Communication / Communication Officers for Development / IEC in the Sectors? Who should coordinate these activities in the regions? What is the best mechanism to ensure the participation of all stakeholders? Which entity will be responsible for monitoring activities • What are the opportunities to review the progress indicators and the results of the communication strategy, based on the findings of an independent evaluation?

In order to answer all these questions, UNICEF Togo has commissioned an evaluation to enable Government partners, UNICEF staff and community radio teams to learn from this partnership in order to improve their practices in the field. future. This assessment is also intended to provide guidance on the added value of this partnership and, therefore, its findings and recommendations will be critical in negotiating future partnerships between UNICEF and implementing partners (such as Regional Directorates and community radio staff).

II. Purpose of the evaluation

This assessment has two purposes: accountability and organizational learning.

1. With respect to accountability, this assessment responds to the requirement to report to planners and donors (vertical accountability) and targeted communities (horizontal accountability) on the effects of these partnerships.

2. With regard to learning, the evaluation is expected to generate evidence on the performance and results of the implementation of this partnership, which will serve as a basis for (i) improving the future programming of community radios in UNICEF's areas of intervention in Togo: (ii) strengthening coordination among UNICEF TOGO, the Government and community radio managers in the future; (iii) negotiate future partnerships with radios.

III. Objectives of the evaluation

The main objective of this evaluation is to measure the change made by the community radios among the target groups (community, parents, men and women) and its beneficiaries (girls and boys) within the framework of the partnership signed with UNICEF

Specific Objectives• Assess the extent to which the partnership has contributed to addressing the needs and issues identified in the Partnership Project Document • Measuring the degree of implementation of the partnership, its effectiveness, and the quality of the outputs and outcomes against to what was initially planned • To measure the contribution of the partnership to the achievement of the results of the different components of the country program namely Survival and Growth, Education and Development, Child Protection and Empowerment of Adolescents as well as to the results of the Country Program;• Identify and document key lessons learned and good practices on the topics and themes addressed in order to ensure the continuity and sustainability of the media partnership strategy, especially community radios

IV. Evaluation criteria

The evaluation will be aligned with six international evaluation criteria that are: relevance, effectiveness, efficiency, sustainability, coverage, coherence. Gender equality, protection and accountability will be integrated into all criteria. With respect to the impact criterion, as the contribution of these radio partnerships to the changes in the sociodemographic indicators envisaged can not be estimated, the evaluation will try as much as possible to identify the medium-term results produced among the target groups (changes at the level of behaviors). VI. METHODOLOGICAL APPROACH

The methodology of this evaluation is mixed, with a dominance of the qualitative methodology.

In all cases, the consultant must analyze all relevant sources of information, such as reports, program documents, partnership agreements, annual review reports and the journal. mid-term, program files and any other documents that may provide information to make judgments.

The consultant should also conduct interviews and / or use any other quantitative and / or qualitative tools that would be useful to collect relevant data for the final evaluation. The evaluation team will ensure that the voices, opinions and information provided by the groups / participants targeted by the partnership are taken into account.

A sample will be defined in the households for the interview and this will have to be indicated in the technical proposal. UNICEF TOGO suggests that the evaluation team visit all 6 regions targeted by this Project and that, in each of the 6 regions, they develop case studies with 3 radios selected on the basis of several criteria (the most successful, the worst performer, other). Once identified this reasoned sample of radio, the team could after interview a random or reasoned sample of women and children near or not each radio. Of course, UNICEF encourages consultants to indicate in their technical proposal alternative and / or complementary innovative methods that will allow evaluation questions to be answered in all six regions of the country.

Quantitative and qualitative data will be collected in the field to ensure triangulation. The collection will be participatory and will be carried out at the level of beneficiary and non-beneficiary populations, local village authorities, technical services, etc.

The methods and techniques to be used in the evaluation should be described in detail in the scoping note and in the final report of the evaluation. At a minimum, they will present information on the instruments used for data collection and analysis, from documents to interviews, field visits, questionnaires and participatory techniques.

The evaluation will be conducted according to the evaluation standards and standards of the United Nations Evaluation Group (UNEG) 2. It will specifically integrate human rights, gender and equity across the board and be conducted in accordance with the UNEG Code of Conduct and Guidelines on the Integration of Human Rights and Gender Equality in Evaluation3. .

VII. The duration of the evaluation is 40 working days from the date of signature of the contract.

VIII. Products to be delivered

The consultant is responsible for submitting the following deliverables :

a) Inception report will be submitted within 15 days after the consultant has received all the documentation on the program). This report will be 10 to 15 pages long and will propose methods, sources and procedures to be used for data collection. It will also include a proposal for a schedule for activities and the submission of deliverables. This document, written in collaboration with the international consultant, will offer some initial ideas for reflection on the partnership. This report will be the first basis on which the consultant and the evaluators will agree; b) Sharing meeting + PPT on preliminary findings before the team leader leaves the country;c) Interim report . It will be submitted within 20 days of the completion of the field visit and will also be sent to the Monitoring and Evaluation Specialist at UNICEF Togo; d) Draft final report. The draft final report will be structured in the same way as the final report (see next paragraph) and will be 30 to 40 pages in length (with the rest attached). It will also contain an executive summary of no more than 2 pages with a brief description of the partnership, its context and current situation, the purpose of the evaluation, its methodology and its main findings, conclusions and recommendations. The draft final report will be circulated to the members of the steering committee set up for the evaluation for their comments and suggestions.
