Tenders are invited for Consultancy for Women's Economic Empowerment in Market Systems Development.

Background

CARE International in Myanmar-s programs focuses on economic and market based development; gender-based violence; food and livelihood security; disaster risk reduction; sexual reproductive health rights; peace building; and policy and law reform in related areas.

CARE International in Myanmar is implementing the Generating Rubber Opportunities (GRO) Myanmar project. GRO project applies a Making Markets Work for the Poor (M4P) approach to increase incomes and social capital of smallholder rubber farmers in the southeast Myanmar. The project has a particular focus on Women-s Economic Empowerment (WEE) as well as on secure access to land. By facilitating links between market actors in government and in former armed conflict areas, the project helps create a foundation for lasting peace and economic growth. The project is funded by Swiss Agency for Development and Cooperation (SDC). The second phase of the project will run from January 2018 to December 2021.

Rationale of GRO and WEE

The rationale for scoping gender dimensions within the market development framework is to address the market failure on inclusive growth while considering women as owners, producers, service and inputs providers, and customers within market systems. In the context of the GRO project it was found that a significant percentage of actors in the rubber industry are women and are involved at all stages of the value chain. They are owners and managers of rubber farms (for absent partners), producers, workers, entrepreneurs and service providers. They are also traders, tappers, employees and casual laborers performing various functions to support the management of rubber farms. A situational analysis conducted by CARE in 2015 (using primary and secondary data sources) indicates that up to 30% of women are rubber farm managers); women comprise 70% of the total employees and workers in the rubber industry in Mon State; and 50% of the tappers and 60% of the general plantation workers in the rubber sector are women.[1]

Furthermore Gender-Based Violence (GBV) has far-reaching impacts across all sectors of society in Mon state, resulting in severe physical, psychological, economic and social consequences and in some cases even death. Impacting on women-s social and economic empowerment, GBV adversely affects growth of the agricultural sector..

Objective

The broad objective of the assignment is to:

a) Review and Design WEE strategy for GRO Phase II under the Market Systems Development approach

b) Guide and monitor the GRO team in mainstreaming gender and WEE to ensure accountability across the whole program for the gender and WEE deliverables. This will include support to the Program, and Results Measurement teams to develop gender analysis capacities through specific formal training and on the job mentoring in the field or office

c) Provide technical support and regular reviews to the GRO senior management team on the implementation of the program WEE strategy

Key Activities

· Review the key program documents (Technical proposal, ToC, etc) to develop, understand and improve the WEE strategy proposed and to support respective teams to operationalize that strategy in their daily work

· Assess current interventions, and in collaboration with senior advisors, gather and analyze gender data and conduct gender targeted surveys, focus groups and assessment (where necessary) to provide advice to GRO team on appropriate approaches that could enhance gender impact;

· Coach the WEE and Technical Program Teams (land and rubber) on WEE frameworks, tools and methods in the context of market systems development

· Support MRM team to fine-tune WEE interventions, and results measurement strategies to capture learning and impact around the WEE output and outcome of the project

Schedule and dates

From September/Oct ober 2018 up to June 2019. The consultant is expected to provide remote and in country assistance.
