Tenders are invited for Consultancy for Technical Assistance Aimed at Developing and Implementing a Training for Social Workers in Montenegro on Human Rights and Working with Roma & Egyptians in a Sensitive and Culturally Appropriate Way.

1. Background and Context: Roma are the most excluded minority group in Montenegro, especially in terms of social and economic rights, and remain underrepresented at the political level. Low economic power, low level of education, low employment rate, inadequate housing conditions, social exclusion together with ethnic stereotypes and prejudices are only some of causes lying behind their difficult position in the society. Specific way of living makes Roma and Egyptian population vulnerable to economic shocks and natural or man-made disasters such as fire and earthquake. Although the concentration of poverty is particularly high among Roma and Egyptian population, low proportion of eligible families claim and receive available social cash transfers. The Government of Montenegro implements the electronic social card since January 2015. In order to improve the coverage and effectively reach and protect the vulnerable population, the introduction of legal, procedural and technical novelties needs to be accompanied by strengthening both the supply and demand side of the social protection system. It refers to building capacities of social protection professionals in providing more sensitive and culturally appropriate support to eligible Roma and Egyptian families in accessing social cash benefits/services; and secondly, to strengthening capacities of Roma and Egyptian families to claim available social cash benefits and services. The first phase of education was launched in 2015 by the Institute for Social and Child Protection and this initiative presents continuation of the process. UNICEF supports the Government in upgrading the capacity of the social and child protection system to provide timely and quality response to the vulnerability factors characteristic for Roma and Egyptian population.2. The purpose and objectives: The purpose of this activity is to upgrade capacities of professionals from centres for social work and other partners to effectively reach and support vulnerable Roma and Egyptian children and families in a more sensitive and culturally appropriate way, and facilitate their access the social services and benefits. The objectives of the assignments are to strengthen the social protection system and help eligible Roma families receive adequate social benefits/services, which would strengthen their resilience to economic shocks, natural and other disasters.3. Methodology and Technical Approach: The methodology can be suggested by the relevant Consultant. It could include the following, but does not have to be limited to it: desk review, written inputs, consultations with stakeholders, consultations with relevant sectors and conducting three regional workshops for social workers. It is important to cover the following topics during workshops: a) Providing social services for vulnerable Roma and Egyptian families - how to work with the population in more sensitive and culturally appropriate way; b) Human and child rights, with an emphasis on social rights, in the context of the status of Roma and Egyptians in Montenegro; and c) Human rights and access to social services and benefits.

The Consultant is expected to work both in the field and from home. 4. Activities and TasksThe activities of the assignment will be conducted in close cooperation with the Institute for Social and Child Protection and the Ministry of Labour and Social Welfare, and in consultations with UNICEF Country Office in Montenegro, UNHCR Office in Montenegro and other partners. The Consultant is expected:

•To prepare a programme for the training workshops for social workers and other partners on the following topics: •Providing social services for vulnerable R&E families - How to work with R&E in more sensitive and culturally appropriate way;•Human and child rights in the context of the status of Roma and Egyptians in Montenegro;•Human rights and access to social services and benefits. •To conduct three regional 2-day training workshops for social workers and other partners•To prepare a brief report from the workshops with summary evaluations and further recommendations•To provide other related assistance as required.

5. Key Deliverables and TimeframeThe Consultant will be engaged for the total period of 12 days in the period from 15 September to 30 November 2018. The Consultant is expected to produce the following key deliverables:a)Developed training programme for social workers and other partners, Deadline: 30 September 2018, 5 working days.b)Deliver three regional 2-day training workshop for social workers and other partners, Deadline: 31 October 2018, 6 working days.c)Brief summary report from the workshops with summary evaluations and recommendations, Deadline: 30 November 2018, 1 working day.

6. Management and OrganisationManagement: The Consultant will be supervised by the UNICEF Child Protection Officer. The relevant national partners will be consulted when needed. Organization: National consultancy with strong human rights background is required for this assignment. If more than one consultant is engaged for the assignment, the fee for each consultant will be negotiated depending on their qualifications, the scope of work required from each consultant and the duration of their engagement. Schedule: This assignment will commence on 15th September 2018.

7. Qualifications/specialized knowledge/experience required to complete the task:The Consultant is expected to have the following qualifications/specialized knowledge/experience required to complete the task:Education: •An advanced university degree in social sciences.Experience: •At least 5 years of experience and expertise in human/children's rights.•At least 2 years of experience and expertise in working on Roma issues.•Previous work experience with UNICEF/UN will be considered as an asset.Language: •Excellent command of local language, and fluency in the English language is desirable (both spoken and written).Other: •Familiarity with the local context in Montenegro with respect to the social protection and child care system reform would be an asset.•Familiarity with key international human rights treaties - Convention on the Rights of the Child (CRC), Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), International Covenant on Economic, Social and Cultural Rights (CESCR), and other relevant international/regional treaties.•Strong advocacy and communication skills.•Excellent writing and presentation skills.•Ability to work in a team and under short deadlines.

8. Budget and Remuneration

•Consultancy fee

The candidates are requested to submit their financial offer as a separate document consisting of fee for the services to be provided, travel and subsistence costs, as/ if applicable.

The consultant-s fee may be reduced if the assignments/deliverables are not fulfilled to the required standard. In a case of serious dissatisfaction with the consultant-s performance the contract may be terminated in line with UNICEF procedure in such matters and as spelled out in the contract.

•Payment schedule The payments will be made upon successful competition of all deliverables.•RecourseUNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

9.
