Background & Rationale

Non-communicable diseases (NCDs), including preventable injuries and mental health, are a leading cause of death responsible for 71% or 41 million of all deaths globally. In addition, NCDs are no longer diseases of the rich. Closely linked to poverty, they have significant consequences that hamper social and economic development, worsen poverty and inequities, and negatively impact families, including children and adolescents. A further burden for young people to survive and thrive are the 1.4 million people who die every year from preventable road traffic injuries, at a cost to most countries of 3% their gross domestic product. Road traffic injuries are now the leading killer of people aged 5-29 years.[1] In 2015, an estimated 360000 people died from drowning, making drowning a major public health problem worldwide[2].

For UNICEF, prevention of NCDs and injuries are critical components of children-s and adolescent-s right to health and development to their full potential. For example, the 2030 Agenda for Sustainable Development has set an ambitious target of halving these deaths and injuries from road traffic crashes by 2020. UNICEF-s new strategic plan revolves around the survive, thrive and transform agenda, which will entail a more integrated and holistic approach along the life cycle continuum of care for every child (0-19 years). As part of this, UNICEF is shaping a multi-sectoral agenda, internally and externally, to tackle the “causes of the causes” of diseases and ill-health, and working at international, national and local community levels.

UNICEF has recently developed a programme guidance on NCDs, describing UNICEF-s role, at various levels, in contributing to multi-sectoral approach required to tackle this complex issue.

Purpose

UNICEF HQs in New York is seeking a consultant to support thrive programming at country level as part of the Every Woman Every Child strategy. This includes the dissemination of the new UNICEF programme guidance on NCDs to regional and country offices and key partners and its application. The aim is for strategies identified in the program guidance to be integrated into country programming.

Expected results: (measurable results)

Developed updated slide-deck for a webinar presentation of the new NCDs programme guidance;
Facilitated and documentation of at least 3 webinar sessions for the new NCDs programme guideline;
Develop the content of a sharepoint-based toolkit for NCDs programming, including links to existing technical and planning tools, and examples of successful NCDs programming for children and adolescents.
Supported planning and costing of integrating strategies that address NCDs (from the programme guidance) in five (5) new country programme documents.
Document at least three (3) country examples that shows NCDs programming integrated into existing Health, Nutrition, ECD, and other programs, illustrating the strategies identified in the programme guidance document
Support resource mobilization for the Thrive agenda, including development of investment cases and specific proposals (at least five).

Key competences, technical background, and experience required Deadline

Advanced university degree in Public Health, Social Sciences, Research or related technical field
8 Years of previous experience in advocacy or implementation of multi-sectoral strategies to address NCDs
Experience in proposal writing, writing case studies, documentation and facilitation
Proficient knowledge on Microsoft applications namely: SharePoint, Outlook, Word, Excel and PowerPoint
Fluency in English (both written and oral communication) is mandatory
Excellent analytical, negotiating, communication and advocacy skills
Demonstrated ability to work in a multicultural environment, and establish harmonious and effective working relationships.
Please indicate your ability, availability and daily/monthly rate (in US$) to undertake the terms of reference above (including travel and daily subsistence allowance, if applicable). Applications submitted without a daily/monthly rate will not be considered.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant-s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
