Background

UNICEF Sierra Leone WASH is one of the sector areas in UNICEF SLCO programme with a focus on eliminating open defecation, improving access to WASH services in deprived/hard to reach communities including WASH in the institutions, facilitating social and behavioural change and create social norm on the use of WASH facilities and strengthening of government system in development and humanitarian situations.

The WASH programme has been implementing DFID supported rural WASH programme for the last three years and testing models on gravity fed water system in Koinadugu, rain harvesting at both institutions and households during floods/landslide emergency, solar powered water pumping stations and digital water quality monitoring. The programme is therefore in the process of consolidating lessons learnt so far to from the rural WASH programme as well as from the tested water supply models to inform future programming.

Justification

The consultant will support the programme to document through writing and photography, the processes, the lessons learnt and suggest way forward for either scaling up or reviewing programme activities implementation processes.

Purpose and objectives

The overall objectives of the consultancy are:

1. Take stock of the achievements made by the DFID supported programme with a particular emphasis on best practices, lessons learned to inform future programming

2. Document lessons learnt in terms of successes and challenges experienced during the implementation of gravity water systems and solar powered water pumping stations

3. Produce at least three standalone concept notes on community water supply, sanitation and WASH in the institutions – highlighting issues, actions, outcomes and impact.

Scope of work

§ Review existing programme documents and carry out key informant interviews to draw lessons learnt in :

a. DFID supported rural WASH programme in Bombali, Port Loko, Kenema, Tonkolili, Moyamba, Pujehun focusing on community water supply, sanitation through CLTS, WASH in primary schools

b. implementation of gravity water system and solar powered water stations in Koinadugu and Bonthe districts.

§ Document the best practices and lessons learned during the project implementation cycle in the form of narrative, case stories and photographs for showcasing to a wide spectrum of audience.

§ Capture and document case stories that have evolved at the ground level during the project implementation cycle with relevant photographs showcasing changes and impacts brought out by the project

· Liaise with the government/ relevant MDAs at all levels and communities to identify and probe probable areas for documenting good practices and lessons realized during the implementation of the project

· Produce at least three standalone WASH funding proposals focusing on community water supply, sanitation and WASH in the institutions.

Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.

Methodology and Technical Approach

§ The consultant will carry out field visits to the project areas ad interview local leadership, beneficiaries and the government counterparts on their perceptions on benefits / bottlenecks and recommendations on DFID rural WASH programme and on gravity fed water system and solar powered water stations.

§ Review relevant literature and documents to inform the preparation and finalization of water, sanitation and hygiene proposals (Programme strategy notes, CPD document, WASH strategies documents – national/global, PRSP4, MICS 2017 and national WASH surveys and water point mapping reports

Activities, Tasks, Outputs and Deliverables

§ Prepare a full project proposal to address the key programme thematic areas: community water supply, sanitation and WASH in the institutions.

§ In consultation with WASH team, define the baseline and targets, and monitoring mechanisms for indicators, referring to the data in PSN programme framework.

§ Based on the information/input gathered and building upon the strengths of the WASH team, design a project, including logical framework, budget, and narrative proposal.

§ Develop text and photos for documentation package containing at least six human interest stories,

§ Final package presented in the print ready agreed layout including photos

§ Web ready material for the office

Management, Organization and Timeframe

The consultant will be reporting to WASH manager in consultation with the Communication Specialist. All accomplished deliverables as shown in the schedule below will be submitted to UNICEF. He/she will be required to have their own computer and internet to complete the assignment.

To qualify as an advocate for every child you will have…

§ An advanced university degree (Master’s degree) in journalism, law or public health.

§ A minimum of 2 years of professional experience in WASH-related programmes for developing countries is required.

§ A demonstrated ability (through previous similar assignments) to analyse, compile and synthesize information in coherent and succinct formats; and familiarity in working in Sierra Leone.
