Background & Rationale
UNICEF continues to support government and partners to improve the nutritional status of women and children globally. These programmatic efforts require a corresponding focus on strengthening information systems to closely monitor and continually improve nutrition interventions. Through UNICEF-s leadership and support, there is an increasing focus to strengthen programme “output” monitoring to show programme results on a more frequent basis. The need for this data is wide-ranging - for programme management and adaptation, to advocacy and fundraising. It is clear that a strong output monitoring and reporting requires robust and quality routine information systems, primarily at country but also regional and global levels.
Through UNICEF-s leadership and support for countrywide surveys (supported by the Division of Data, Research and Policy), a growing body of information on the situation of people in these countries is gradually being built. Additionally, key data on certain programme actions to monitor the progress of UNICEF programmes - and how these efforts are affecting nutritional status of women and children - needs to be captured both at local and national level. Therefore, an increasing focus by the organization and donors to strengthen programme “output” monitoring to show programme results on a more frequent basis. The need for this data is wide-ranging - for programme management and adaptation, to advocacy and fundraising. It is clear that a strong output monitoring and reporting requires robust and quality routine information systems, primarily at country but also regional and global levels.
Objectives
The purpose of this consultancy is to support the global nutrition monitoring of programme coverage, strengthening nutrition information systems and knowledge management activities in the PD-Nutrition section.
The consultant will ensure data quality of institutional reporting for the Strategic Planning, and will provide necessary support for data collection, analysis, integration and quality assurance processes for the main data sources used (NutriDash and SMQ). Also, will develop the visualization tools (dashboards) to share the data with UNICEF users via dashboards and nutrition information website.
This consultancy requires a close work with ICTD on the process of managing and reporting on the use of the NutriDash 2.0 platform recently migrated to UNICEF systems during the first semester of 2019.
The specific objectives of this consultancy are the following:
Support data management of Nutridash for monitoring nutrition programmes
Support the management of Nutridash 2.0 platform for data collection, quality assurance, reporting, administration and development.
Develop the NutriDash 2.0 visualization tools in the new platform migrated into UNICEF. The dashboards should present Nutridash data at the global, regional and country level, as well as trends from previous years. This activity requires to work closely with ICTD to inform about NutriDash 2.0 performance and potential improvements.
Provide NutriDash 2.0 tabulates and analysis to develop reports and other products for dissemination.
Work with PD to support the revision and update of the NutriDash 2.0 platform with new modules and questionnaires and preparation for the 2020 data collection process. These updates must be made directly in the system with the support from ICTD and e-Zest developer.
Support strengthening UNICEF-s institutional monitoring
Conduct calculation and analysis of UNICEF-s Strategic Planning (SP) indicators for nutrition using the Strategic Monitoring Questions (SMQ) and Nutridash data.
Integrate and ensure quality database for the reporting of the UNICEF-s Strategic Planning for nutrition.
Develop SP-Nutrition visualization tools for monitoring the SP-nutrition programme data collected through NutriDash, Strategic Monitoring Questions, Strategic Plan indicators and D&A.
Support strengthening databases and analysis on programme coverage and forecast relevant to the nutrition programme areas to inform advocacy, research and resource mobilization.
Support the process to share nutrition information data collected through UNICEF sources with nutrition partners and external users (SUN, WHO, Action Against Hunger, Food for Piece, etc).
Knowledge management
Maintain and update the information systems website in the UNICEF-ECM collaboration site.
Support the M&E activities and agenda according to the Strategic Plan 2018-2021.
Support the generation of knowledge management products for nutrition.
Support PD-Nutrition Programme Areas in analysis and visualization of nutrition data.
Management Arrangements
Under the overall supervision of the Nutrition Specialist (Information) in the Nutrition Section, the consultant will work with the technical colleagues from the Nutrition Section on finalization of the deliverables.
Deliverables and Schedule
The consultant is responsible for the following activities and deliverables:
Deliverable 1: Support data management of Nutridash
1.1 Integrate NutriDash databases for each programme area with 2019 data cleaned and formatted (50 days)1.2 Develop and publish the NutriDash 2.0 Dashboards with global, regional and country level views (30 days)1.3 Provide NutriDash 2.0 tabulates and analysis to develop reports and other products for dissemination (10 days)1.4 Support the NutriDash 2.0 platform update and the 2020 data collection process (50 days)

Deliverable 2: Support strengthening UNICEF-s institutional monitoring
2.1 Calculate SP-Nutrition indicators using SMQs and integrate SP-Nutrition database with SMQ and NutriDash data (21 days)2.2 Update and maintain SP-Nutrition dashboard using data calculated in 2019 (10 days)2.3 Support strengthening databases and analysis on programme coverage and forecast relevant to the nutrition programme areas to inform advocacy, research and resource mobilization (10 days)2.4 Support the process to share nutrition information data collected through UNICEF sources with nutrition partners and external users (10 days)

Deliverable 3: Knowledge management
3.1 Maintain and update the nutrition information systems website in the UNICEF-ECM collaboration site (10 days).3.2 Support to the Office of the Associate Director for any M&E activities and agenda according to the Strategic Plan 2018-2021 (20 days).3.3 Support the generation of knowledge management products for the nutrition programme areas (20 days).

A tentative timeframe for the work is provided below. The project development is expected to be completed in 241 working days. This might be subject to change and adaptation, depending on the methodology proposed and the needs of the Nutrition team.

Minimum Qualifications Required
Master's degree or equivalent from a recognized institution in quantitative methods, economics, international development studies or related field;
Minimum five years of professional experience in monitoring and evaluation, data analysis, data management and visualization;
Experience and familiarity with UN/UNICEF planning and monitoring tools for nutrition;
Experience with nutrition-related data analysis and visualization.
The timeline above is tentative and can be adjusted with the consultant, as needed. It is expected that the consultant will work in New York City, with the Nutrition Information Specialist.
Please indicate your ability, availability and daily/monthly rate (in US$) to undertake the terms of reference above (including travel and daily subsistence allowance, if applicable). Applications submitted without a daily/monthly rate will not be considered.
Remarks
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant-s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
