Background and Justification

In the framework of the Programme of Cooperation between the Sultanate of Oman - UNICEF 2017-2020, the Government and UNICEF OCO subscribed to the Country Programme Plan of Action (CPAP), which establishes the expected results, strategies and activities that will be implemented during the country programme period till 2020. The programme review for the first year of the country programme was held in December 2017 and January 2018. The Mid-Term Review (MTR) of the Programme was carried out during the period of May and still on going. To address MTR recommendations, the Country Office will draft the Country Programme Management Plan (CPMP) and PBR for the post MTR period, for 2018-2020. The CPMP and PBR to document the evolution of the country programme and role/ added value in high income country; lessons learned; updating the management strategy - to support the evolution -- and key programmatic and management indicators; Finally, a solid justification for post changes should be included.

Purpose and Objectives

To assist the Country Office for preparing a high quality CPMP and PBR submission and a practical change management plan for managing a smooth transition to a structure articulating the value ad of UNICEF and the most strategic engagement modality for the organization in Oman-s high income context. Assist with the training and induction of the national operations officer OIC

The consultant is expected to review the draft CPMP; to assist the CO to make a flawless submission to PBR; and to develop a change management strategy and plan in a participatory manner with senior management and staff association. The consultant will also work on a job training/ orientation to the operations officer OIC

Expected Deliverables

· Finalized CPMP and PBR submission

· On job orientation to the HR/ Operations Officer OIC on LTA, contracting, financial and other aspects.

Adminstrative requirements

Expected places of travel, insurance, per diem, payments and responsibilities between UNICEF and the consultant team:

· Based on an agreed travel schedule, UNICEF will cover airfare of the consultant team to Oman in Economy class via the most direct and economical route

· When in-country, the consultants/institutional team will be required to report on a daily basis to the UNICEF Supervisor.

· For long stays in-country, the team will be entitled to the same weekends and UN holiday schedule as UNICEF staff.

· Transportation upon arrival and departure is to be arranged by the travellers, terminal expense will be provided by UNICEF.

· For in-country stays, UNICEF will provide a DSA not exceeding the UN DSA rate.

· Any in-country travel related to the consultant team-s assignment will be arranged for and covered by UNICEF.

· Consultants need to arrange their own insurance (life, health and other forms of insurance) covering the term of the contract while in Oman, and need to provide proof such insurance prior to travel.

· UNICEF will arrange for booking accommodation under UNICEF corporate rates, unless the consultant team wish to make their own arrangements. Settlement of any accommodation will be made directly by the consultants with the hotel.

· UNICEF will not provide the consultants with any equipment, unless it is requested by the consultants and approved by Operation Unit with appropriately completed form.

Qualification & Specialized knowledge

The required consultant profile and qualifications are as follows:

· Education: Master degree in Social Science or equivalent

· Work Experience: 15 years of experience in managing development programmes. At least 10 years in senior management capacity, preferably in a UNICEF country-based operations positions. Documented experience in change management, and as head of office or operations.

· Special skills: Solid experience with UNICEF policy and procedure an asset, preferably in a operations functions in high income country contexts.

· Competencies: Very good analytical skills in relation to development challenges and relevant transformation processes; very competent in conceptualizing complex management challenges; excellent writing skills

Duration of contract

The estimated duration of the work is about 2 months.
