How can you make a difference?

The purpose of this assignment is to ensure continuous program management support to the planning and implementation of the CDPF Phase III, specifically to UNICEF, as CDPF fund manager.

The consultancy will support both UNICEF and the relevant MoEYS technical departments, to plan and implement the CDPF annual and medium-term work plan. Specifically key consultancy tasks include:

· Support the preparation/design and conduct/update situation analysis for the programme and/or sector to ensure that current comprehensive and evidence-based data on education issues are available to guide CDPF's policy advocacy, interventions and to set priorities for implementation plans;

· Produce good quality CDPF results reporting for internal and external audiences that is clear and easily understandable, including coordination of financial reporting to CDPF donors;

· Draft CDPF-related policy papers, briefs and other strategic programme materials for management use, information and/or consideration;

· Work with the CDPF team members and MoEYS- technical departments to revise the annual work plan for CDPF, including associated budget;

· Lead and manage the CDPF team and provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of CDPF and achievement of results as planned and allocated;

· Oversee the design and monitoring of CDPF technical partnerships, including agreement and work plan review and finalization;

· Monitor, verify and report on the optimum/appropriate use of UNICEF/CDPF programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources;

· Conduct programme monitoring and evaluation, including through field visits; and contribute to the preparation of annual reviews both within UNICEF and government;

· Lead and participate in strategic programme discussions related to the planning, implementation and monitoring of CDPF (including the GPE3 variable programme);

Deliverable 1#

· Participate in programme briefings with relevant team members to gain a full understanding of the implementation status of the CDPF work plan;

· Conduct technical discussions with MoEYS as needed on matters relating to the implementation of the CDPF work plan;

· Draft the GPE results verification document;

· Monitor CDPF implementation, including partnership arrangements with MoEYS and other implementing partners;

· Make all necessary preparations for the CDPF Steering Committee meeting scheduled for end of August;

· Monthly report of consultancy with achievements and other updates.

Deliverable 2#

· Conduct regular team meetings with the CDPF team to review progress against the CDPF annual work plan, and make revisions as necessary;

· Conduct technical discussions with MoEYS as needed on matters relating to the implementation of the CDPF work plan;

· Finalise the GPE results verification document; and monitor GPE results attainment;

· Monthly report of consultancy with achievements and other updates.

Deliverable 3#

· Conduct regular team meetings with the CDPF team to review progress against the CDPF annual work plan, and make revisions as necessary;

· Conduct technical discussions with MoEYS as needed on matters relating to the implementation of the CDPF work plan;

· Plan and monitor GPE results attainment, including undertaking consultations with other GPE implementing partners;

· Monthly report of consultancy with achievements and other updates.

Deliverable 4#

· Conduct regular team meetings with the CDPF team to review progress against the CDPF annual work plan, and make revisions as necessary;

· Conduct technical discussions with MoEYS as needed on matters relating to the implementation of the CDPF work plan;

· Liaise with MoEYS for the preparation of the CDPF Steering Committee meeting and field visit due to be held in December.

· Commence work in preparing the CDPF Phase III annual report, including coordinating reporting inputs from CDPF team members;

· Conduct technical discussions with MoEYS as needed on matters relating to the implementation of the CDPF work plan;

· Plan and monitor GPE results attainment, including undertaking consultations with other GPE implementing partners;

· Finalise with MoEYS preparations for the CDPF Steering Committee meeting and field visit to be held in December.

· Monthly report of consultancy with achievements and other updates.

Deliverable 7#

· Conduct regular team meetings with the CDPF team to review progress against the CDPF annual work plan, and make revisions as necessary;

· Finalise the CDPF Phase III annual report, including coordinating reporting inputs from CDPF team members and financial reporting with UNICEF Brussels;

· Conduct technical discussions with MoEYS as needed on matters relating to the implementation of the CDPF work plan;

· Plan and monitor GPE results attainment, including undertaking consultations with other GPE implementing partners;

· Finalise with MoEYS preparations for the CDPF Steering Committee meeting and field visit to be held in December.

· Monthly report of consultancy with achievements and other updates.

Deliverable 8#

· Conduct regular team meetings with the CDPF team to review progress against the CDPF annual work plan, and make revisions as necessary;

· Conduct technical discussions with MoEYS as needed on matters relating to the implementation of the CDPF work plan;

· Plan and monitor GPE results attainment, including undertaking consultations with other GPE implementing partners;

· Finalise with MoEYS preparations for the CDPF Steering Committee meeting and field visit to be held at the end of March.

· Prepare detailed handover note and conduct handover discussions with the Education Specialist (for CDPF).

· Monthly report of consultancy with achievements and other updates.

To qualify as an advocate for every child you will have…

· Advanced university degree in education, social sciences, international development or related technical field.

· A minimum of 8 years of professional experience in social development planning and programme management in education or related areas at the international level, some of which undertaken in a developing country is required.

· Experience of working with government counterparts, preferably in Cambodia, providing technical support and/or implementing programmes on social development and/or education issues.

· Relevant experience in a UN system agency or organization is an asset.

· Excellent inter-personal, mentoring, facilitation and communication skills.

· Excellent English language written and spoken skills are required.

· Able to work to meet deadlines.

· Computer literacy and presentation skills.
