BACKGROUND & RATIONALE

UNICEF Headquarters (NYHQ) Immunization team manages approximately 100 million USD per year, a majority of which through multi-country grants. Planning, reporting, and quality assurance for this work is required to ensure effective programming and accurate reporting at global level and in close coordination with regional and country offices.

For the GAVI Partner Engagement Framework (PEF) 2016-2020, the year 2018 is the mid-point of this initiative which represents support to UNICEF at an increasing annual value ($40+ million in 2018) and covering seven regions, and more than 50 countries. GAVI multi-country work is primarily through the Foundational Support (FS) of the PEF to support countries in the region with technical assistance to deliver results against the PEF Targeted Country Assistance (TCA) component. Reporting for the TCA occurs twice yearly, with for example, 644 milestones reported upon at mid-year 2018, as well as numbers of staff at the country-level whose salary is supported by the PEF (e.g. 167 immunization posts at mid-year).

The West and Central Africa Regional Office (WCARO) and 20 UNICEF country offices in the region and approximately USD 4.5 million in total since 2016 has been provided to WCA regional office. GAVI has provided approximately USD 24.31 million over the three-year period 2016-18 to 20 UNICEF country offices in the region. The support provided to UNICEF WCA countries through the TCA has increased from USD 5.65 million in 2016 to USD 8.09 million in 2017 (a 30% increase) and USD 10.57 million in 2018 (a 23% increase over the previous year).

The complexity of TCA to WCA countries has been increasing over the three years where WCAR is now approximately one-third of the overall TCA funding provided to UNICEF and approximately one-third of overall staff funded through the TCA. Adding to the complexity of the GAVI work, UNICEF country offices in WCA region are also receiving direct support from GAVI for Health Systems Strengthening (HSS), Measles Campaigns, Yellow Fever, etc. either through bilateral agreements or tri-partite agreements. There are currently over 20 active agreements with close to USD 50 million and several agreements in process.

Objective

UNICEF seeks a highly capable individual consultant to support the on-going coordination and oversight of the GAVI PEF support as well as HSS, Measles, Yellow Fever, at the global level and to support specific regions. The consultant would work with the NYHQ Immunization team, regional offices, and relevant country offices on discrete planning and reporting functions to ensure high quality and timely input from UNICEF to GAVI and other partners. The consultant, in consultation with the WCARO Immunization Team and relevant country offices, would develop and launch a tracking mechanism to regularly monitor all GAVI support to the region. The tracking mechanism will include global and regional immunization indicators for UNICEF and the GAVI PEF.

PURPOSE

3.1 To support the GAVI PEF process globally, with special focus on West and Central Africa:

· A tracking mechanism developed and launched for monitoring global and regional immunization indicators for UNICEF and linked to the GAVI PEF and GAVI Regional Working Group. The tracking mechanism will serve as a regular (every two months or as needed) touch point between WCARO and UNICEF country offices to monitor if indicators and milestones are on track, identify bottlenecks and raise red flags where global and/or regional intervention is required. The tracking mechanism will include detailed section to monitor the GAVI TCA milestones and GAVI RWG indicators.

· Coordinate with the country offices the GAVI 2019 TCA submissions. Liaise between WCARO/HQ focus area team leads (supply chain, C4D, Equity, Sustainability) and country offices to ensure all relevant inputs are incorporated, SMART milestones developed, and appropriate technical assistance and finance needs reflected.

· Set-up a financial update for WCAR active GAVI TCA support and follow-up with country offices as required

· Update staffing spreadsheet supported through GAVI TCA

· 3.2 To support the Immunization/ADC team and Division of Communication (DoC)

· Support the Communications Specialist to realize the country 6 months follow-up agenda following the Bangkok Social Media and vaccine uptake workshop.

· In collaboration with the ADC team, and WHO-IVB, document the experiences in the conduct and outcome of MCV SIAs since 2013

· Support the development of protocol for RI strengthening through M/MR SIAs in coordination with MR consultants (Chad, Sierra Leone and Uganda) and ADC team

EXPECTED RESULTS:

The main activities of this consultancy will include the following:

· Draft tracking mechanism prepared for monitoring global and regional immunization indicators for UNICEF and linked to the GAVI PEF and GAVI Regional Working Group.

· Draft tracking mechanism shared with WCARO, HQ and country office colleagues for review and inputs are duly incorporated to refine the Tracking mechanism.

· Tracking mechanism finalized and launched across all relevant country offices.

· Review and collate country inputs on respective TCA and liaise with UNICEF country offices, HQ and WCARO as well as GAVI Secretariat on the finalization of the 2019 TCA submissions.

· Remotely support the 10 countries (Bangladesh, Bosnia and Herzegovina, Ethiopia, India, Kenya, Nigeria, Philippines, Romania, Uganda and Ukraine) and two regional offices (ECARO and EAPRO) based on the defined plan for each office linking with DoC and partners.

· Research and summarise all SIAs plans, funding documents and reports since 2013 and draft a report on the key emerging issues, lessons.

The main deliverables are:

· Tracking mechanism launched

· 2019 TCA submissions finalized

· Update GAVI 2018 TCA funding and staffing spreadsheet

· TCA reporting for June 2019

· Individual country by country support provided as per country plans

· A draft Desk Review report on the Measles SIAs since 2013

TIMEFRAME

Start date: 3 December 2018

End date: 30 June 2019

DUTY STATION: The consultant will partially be office based in UNICEF NYHQ and UNICEF WCAR (Dakar) and will partially work from home. The Immunization Unit, Health Section, UNICEF NYHQ and UNICEF WCARO will oversee the consultant-s work throughout the period of this consultancy and provide quality assurance.

TRAVEL: Two trips to WCARO are anticipated. Consultant is required to submit estimated cost of these trips. Each trip is expected to be for 10 days including travel time. Travel cost will be embedded in the contract as confirmed and agreed by the hiring office. The consultant is expected to make all required travel arrangements.

The consultant will be reimbursed of the travel cost upon submission of receipts and approval from the hiring office, as stipulated in the current UNICEF policy.

KEY COMPETENCES, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED DEADLINE

· Master's degree in Social Sciences, including Public Health, or related area.

· At least 10 years of experience in coordination, monitoring and evaluation.

· Demonstrated ability to work collaboratively with multi stakeholders in diverse contexts

· Experience working with international organizations in public health, monitoring and reporting strongly preferred

· Fluency in English and excellent writing skills; working knowledge of French is an asset.

· Strong planning and organizational skills

· Demonstrated ability to work in a multi-cultural environment

· Knowledge of West and Central Africa is an asset.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant-s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
