Tenders are invited for Consultancy to Support and Strengthening Lao Education and Sports Management Information System.

The United Nations Children-s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified International Individual Consultancy to support and strengthening Lao Education and Sports Management Information System (LESMIS).

The assignment should be completed within 2 months between the period of March to April 2019.

This will be an offsite (distance support) consultancy focused to improve/revise the LESMIS data collection tools (questionnaire) for the Education and Sports Statistics Centre (ESSC) of Minister of Education and Sports (MoES). The revised questionnaires will help to improve the desegregated information regarding the selected “core education indicators”.

Main Duties and Responsibilities:

Scope of work for this consultancy includes the following:

-Review and provide feedback for finalization the draft ECE/Pre-Primary, Primary, Secondary, TVET, Teacher Education (TE) and University questionnaires for the LESMIS. The review should ensure that the tools capture information in ways that allow for equity analyses, such as enrolment/attendance of children with disabilities, children from ethnic communities and children from poor households etc. Likewise, it should also examine how the EMIS addresses issues around out of school children (including children at risk of dropping out).

-Examine how the EMIS tools operate with various system and functions, e.g. student tracking (students- movement, transition, transfer etc) real time monitoring (attendance, academic progress etc), early warning (drop; out prevention, learning improvement etc) automated reporting with data visualization, feedback loop (e.g. school report card).

-Examine what some key requirements and issues are to consider ensuring better collection, analysis and utilization, and

-Develop user friendly guidelines for quality assurance for the revised LESMIS data collection.

Qualifications and Experiences:

The expert should have the following qualifications and experience:

-Advanced University degree (Masters) in a relevant field such as education planning, management, statistics or IT.

-At least ten years of experiences on Education Statistics and Indicators Analysis, and Education Management Information System Establishment. High competency in using Web-based Technology and Statistical Software Packages

-Relevant experience of national, sub-national, and school-level education sector issues, preferably in Lao PDR or the region.

-Experience in producing user-friendly guideline, which is relevant to local context (cultural, economic, political and social)
