Expression of Interest are invited for Consultancy on the Study of Investment Climate Reforms in Selected Value Chains.


1. The African Development Bank hereby invites Consultant Firms to express their interest for a consultancy on the study of Investment Climate Reforms in Selected Value Chains.

2. The private sector is the real engine of growth capable of creating more wealth and quality jobs. In this regard, the enhancement of the business climate by the government is a key factor that enables investment, entrepreneurial activities, wealth and employment creation. The consultancy will undertake a profiling of selected countries that have managed to unlock investment opportunities in value chains, via a consistent and intentional government strategy to support business creation and generate employment. The study will assess the development trends of these value chains vis-à-vis the government intervention policies/initiatives and analyze the linkages between government initiatives, value chains and the investments and/or economic performance of the countries. A further focus of the report will be on governments’ responses to market failures (especially externalities) and lessons and experiences in investment climate reforms, which can be, replicated across sectors or economies. The end objective is to develop an advisory, and interventions and support framework for investment climate reforms, which includes key policy prescriptions based on empirical analysis of peers amongst African countries.

3. The Trade and Investment Climate Division invites Consultant Firms to submit their interest in providing the services described above. Interested Consultants must provide information on their capacity and experience indicating that they are qualified to perform services (brochures, description of similar assignments, experiences in similar settings, demonstration of the requisite skills mix in your team, time availability to undertake this assignment, etc.).

4. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Bank’s Procurement Policy Framework and Methodology”, for projects financed under the African Development Bank, October 2015 edition, which is available on the Bank’s website at http://www.afdb.org. Please note that interest expressed by a consulting firm does not imply any obligation on the part of the Bank to include it in the shortlist.

5. The duration of the assignment is, estimated to be 60 working days and the commencement date is, planned for August 2019.
