Context:

Gabon is an upper-middle-income country with abundant natural resources situated in central Africa. The country’s economy has grown rapidly in the last decade, fuelled chiefly by the production of oil (which accounts for 80 per cent of exports, 45 per cent of gross domestic product (GDP) and 60 per cent of fiscal revenues) and manganese. There is a significant discrepancy between the country’s performance in terms of human development (it had a Human Development Index score of 0.697 in 2017, placing it 109th out of 188 countries)and its economic potential (it is ranked 61st in terms of per capita income).

Gabon has one of the highest urbanization rates in Africa, with close to 9 in 10 (87 per cent) of its citizens now living in urban areas (16 per cent in 1960). This trend poses a number of challenges, including rising urban poverty, limited access to basic social facilities and services in suburban areas, and growing intra-urban inequalities. One of the lessons learned from the previous cycle is the need to consider poor and disadvantaged urban areas in strategic decision-making, modelling interventions and implementing with innovation for the most deprived populations.

UNICEF Gabon is in the process of implementing the Country Programme Document 2018-2022 which covers four programmatic areas ranging from Child survival, child protection to Adolescent and social inclusion with $6.100.000 as provisional budget in terms of other resources. This programme of cooperation drew on progress and shortfalls of the previous programme cycle which was characterized by a low resource mobilization capacity. The environment in which the fundraising action plan is being rolled-out is not always conducive as the country’s U-MIC economic status and profile are not attractive for potential donors. The subsequent funding shortages are impacting negatively the Programme of Cooperation outcomes while children are facing growing vulnerabilities and widening inequities. The CO which is dealing with complex programme priorities and challenges, is undertaking important external communication, advocacy and fundraising initiatives based on the pillars of the Global Communication and Public Advocacy Strategy: “Voice, Reach and Engagement” and on the CO’s fundraising priorities. This is stemming from a strategic vision aiming at raising the CO profile and, thus, leveraging resources and partnership.

Justification:

The CO intends to develop a resource mobilization and partnership strategy mainly towards NatComs, bi and multi-laterals, the private sector as well as the government to mobilize and leverage sufficient resources for the main programmatic priorities. The Strategy will be based on UNICEF regional and global key fundraising documents and guidance pertaining to NatComs, Corporate social responsibility, Child rights and Business Principles, non-financial engagement as well as a thorough situation analysis of donor’s interests and profiles and the country programme priorities and financial gaps. This strategy is key in laying out the vision and main actions and interventions during the CPD 2018-2022 cycle and ensure the programme of cooperation is adequately funded and the implementation supported by effective partnerships. The funding shortcomings during the previous CPD has undermined the results for children as the country is not donor attractive and the fundraising actions undertaken by the Country Office were limited and did not achieve expected results.

Drawing on the lessons learned from the previous fundraising strategy, the CO is aiming at developing and implementing a result-based and context-driven strategy that can ensure the mobilization of sustainable, predictable and flexible resources while fostering the Corporate Social Responsibility, Child Rights and business and social budgeting within the government fiscal space.

Objectives:

The objective of the consultancy is to develop a resource mobilization and partnership strategy for UNICEF-Gabon Programme of Cooperation 2018-2022.

Méthodology:

The scope of the consultancy will cover the review and refinement of the terms of Reference, the elaboration of the methodology, the review of the previous strategy, the CPD and the Strategic Notes, the mapping and analysis of donors and the preparation of the resource mobilization strategy for the programme cycle.

As such, a detailed technical proposal including the scope of the work, the methodology, the timeframe and the budget are considered as key deliverables of successful applicants.

The methodology will cover: (i) documentary review, (ii) interviews of key experts fundraising and partnership partners and donors, (iii) donor analysis and mapping.

Expected results and delivrables:

· A methodology of the strategy developed

· A donor analysis and mapping undertaken

· A fundraising and partnership framework developed

· A comprehensive resource mobilization and partnership strategy developed for the 2018-2022 CPD

Activities and deliverables:

· Draft of the metholology: 25 July

· Draft report of collected and analyzed data: 05 August

· The draft of the strategy: 20 August

Supervision:

The consultant will be under the supervision of the Communication Specialist and will work in collaboration with the Program Specialists responsible for the different UNICEF programs.

Qualifications and specialized knowledge:

The requirements for this consultancy are as follows:

· Advanced University degree fundraising, international development, social sciences, business administration, management, marketing, communication or a related field

· 7 years of experience in resource mobilization;

UNICEF recourse in case of unsatisfactory performance

Payment will only be made for work satisfactorily completed and accepted by UNICEF.
