Advertisement Request for Proposal No. RFP-UG-KLA-2018-275: Consultancy Services for External evaluation of WASH, Shelter, Livelihoods and Education Programme for Refugees fleeing South Sudan living in West Nile Funded by ECHO.

Dear Sir/Madam:

The Danish Refugee Council Danish Demining Group (DRC DDG) has received a grant from ECHO under its WASH, shelter, Livelihoods information/data collection and Education project.
The Action provides lifesaving and sustainable WASH, shelter, livelihoods, information/data collection and education services to South Sudanese refugees and host communities. The activities target 297, 002 beneficiaries in Rhino Camp, Palorinya and Adjumani through Consortium comprised of Danish Refugee Council (DRC), Lutheran World Federation (LWF), Windle Trust and REACH-Impact Initiatives. Uganda hosts above close to 1.3M refugees, and 280, 000 arrived from South Sudan (1 June 2017). To cope with this influx, heavy reliance was on water trucking, emergency seeds/tools and emergency education. This Action aims to shift emphasis from emergency services to sustainable and cost effective solutions that complement existing programs. WASH interventions is focused on borehole optimization, drilling hybrid systems, water quality monitoring, HH latrines, WASH in schools, MHM and Hygiene Promotion. Shelter intervention focuses on providing housing for persons with special needs (PSNs) involving youth in the process. Community participation is central to programming to ensure sustainability. Livelihoods approaches aim to improve income for longer-term self-reliance through VSLA; cash transfer grants and business trainings. Education activities targets students, teachers and parents to increase access to and quality of education.
All actions prioritize new arrivals and those not benefiting from other interventions.
The Action uses national standards as per OPM requirements and work closely with OPM, UNHCR and other agencies to improve coordination and avoid duplication.
Central to all activities, the consortium ensures there is an accessible beneficiary communication and complaints mechanism in place. In addition, with the large influx in a short time there is an urgent need to reinforce coordination. This Action proposes a response gap analysis, coordinated needs assessments and geospatial analysis in newly opened and expanded refugee settlements. This fills a needed gap and benefits the wider humanitarian community enabling a better-targeted and coordinated response.
The project’s aim is to address the immediate basic needs, increase the resilience of refugees, and host communities in and around Adjumani, Rhino and Palorinya Refugee Settlements.
The Multi-sectoral Emergency assistance to South Sudanese refugees in West Nile-Uganda program seeks to ensure refugees in West Nile have access to appropriate WASH, Shelter, Livelihoods, Education and Information/Data collection.

The ECHO eighteen (18) months project is implementing across the settlements of Rhino Camp (Arua District), Palorinya (Moyo District), Pagirinya, Agajo and Maaji (Adjumani District) in Consortium with Lutheran World Federation (LWF), Windle International Uganda and REACH Impact Initiatives

II. SELECTION AND AWARD CRITERIA
The criteria for awarding contracts resulting from this Tender is based on ‘best value for money’. For the purpose of all tenders DRC defines best value for money as:

Best value for money should not be equated with the lowest initial proposal option. It requires an integrated assessment of technical, organizational and pricing factors in light of their relative importance (i.e. reliability, quality, experiences, and reputation, past performance, cost/fee realism, delivery time, reasonableness, need for standardization, and other criteria depending on the item to be procured).

For all proposals deemed technically compliant as per the specification stipulated in Annex A – Terms of Reference, DRC will give a weighted combined technical and financial score. The weighted score will determine the contract award.


The technical criteria for this RFP and their weighting in the technical evaluation are:

2 Knowledge of strategic and operational management of humanitarian programmes, and proven ability to provide strategic recommendations to key stakeholders. Please demonstrate this in the technical proposal 20%
3 Demonstration of experience in both quantitative and qualitative participatory data collection and data analysis techniques. Please demonstrate this in the technical proposal 20%
4 Good understanding of legal and policy frameworks relating to the Refugee Response in Uganda. Please demonstrate this in the technical proposal and CV 20%
5 Proven research skills and experience in the area of broader humanitarian context in the East Africa region current issues that underpin program design and implementation among others (at least 5 years). Please demonstrate this in the technical proposal and CV 20%

A. Administrative Evaluation
A proposal shall pass the administrative evaluation stage before being considered for technical and financial evaluation. Proposals that are deemed administratively non-compliant may be rejected. Documents listed below shall be submitted with your proposal.

B. Technical Evaluation
To be technically acceptable, the proposal shall meet or exceed the stipulated requirements and specifications in the RFP. A Proposal is deemed to meet the criteria if it confirms that it meets the conditions, procedures and specifications in the RFP without substantially departing from or attaching restrictions with them. If a proposal does not technically comply with the RFP, it will be rejected.

C. Financial Evaluation
All proposals that pass the Technical Evaluation will proceed to the Financial Evaluation. Proposals that are deemed technically non-compliant will not be financially evaluated.
