Tenders are invited for Consultancy Services to Support the Establishment of the African Diaspora Investment Fund.

GIZ Support to the AU on Migration and Displacement Project would like to invite all interested bidders who are eligible to participate in this public bid, are herewith requested to submit their proposals to support the Establishment of the African Diaspora Investment Fund.

The criteria for selecting the consultant includes the following:

1. i) Master’s degree in the field of law, finance, economics or related field;

2. ii) At least ten years’ experience in investment models, different types of banking loans and public financial procedures;

3. iii) Extensive knowledge of diaspora investments and remittances as well as fund structures;

4. iv) Experience in consultations with various stakeholders, ideally including AU member states or AU policy organs;

5. v) Fluency in English

6. vi) Solid writing and analytical skills;

7. vii) Strong interpersonal and networking skills;

8. viii) Ability to interact with senior officials (Government officials and representatives of multilateral and bilateral agencies);

9. ix) Experience in other similar assignments would be an added advantage;

10. x) International work experience.

Diaspora engagement is a strategic priority for the African Union. Indeed, the Constitutive Act of the African Union expressly declares that it shall “invite and encourage the full participation of the African Diaspora as an important part of our continent, in the building of the African Union”.

Leveraging migration and diaspora for development has emerged as an integral component of development theory and policy; and many governments in Africa have consequently created separate ministries and government units specifically to engage their diaspora.

This renewed emphasis on diaspora engagement as an integral part of development policy was the impetus behind the African Union’s decision to hold the first Global African Diaspora Summit in Johannesburg in May 2012. The Action Plan developed from the Diaspora Summit provides the framework for the African Union’s diaspora program.

This project proposes to implement one of the key initiatives agreed by Heads of State and Government of the African Union in the Action Plan of the Global African Diaspora Summit: the African Diaspora Investment Fund (ADIF).

The ADIF directly addresses the Economic Cooperation provisions of the Action Plan; which, inter alia, calls on the African Union Commission to accomplish the following capital mobilization objectives:

1. Use financial instruments focusing on investments to facilitate the mobilization of capital that would strengthen the links between Africa and the Diaspora;

2. Explore the possibility of creating a Development Fund and/or African Diaspora Investment Fund to address the development challenges confronting Africans in the continent and the Diaspora.

The primary purpose of the consultancy service is to establish the design and implementation framework for the African Diaspora Investment Fund in accordance with the Action Plan of the Global African Diaspora Summit.
