Expression of Interest are invited for Consultancy Services for Supervision of Construction of Acomai Irrigation Scheme Infrastructure and Facilities.

1. The Government of the Republic of Uganda has received financing from the African Development Bank (AfDB) towards the cost of Agriculture Value Chain Development Project (AVCDP). It is intended that part of the agreed amount of the loan will be applied to payment under the Contract for Consultancy Services for Supervision of Construction of Acomai Irrigation Scheme Infrastructure and facilities in Bukedea and Bulambuli Districts.

2. The services under this consultancy will include: (i) review designs to ensure correctness, completeness and compliance with nationally and internationally accepted standards and update where necessary; (ii) supervision of the irrigation infrastructure contract to ensure that the works comply with the technical designs, drawings, specifications, conditions of contract, quality assurance standards and sound engineering practice; (iii) preparation of final construction report, design modifications, as-built drawings, and operation and maintenance manuals for all completed works;

(iv) supervision of the defects liability monitoring period; and (v) preparation of the project completion report (PCR). The irrigation infrastructure works will comprise earth impounding structures, storage reservoirs, flood control structures, diversion head works, hydraulic intake and control structures, conveyance main canals, primary/secondary/tertiary canals, drainage systems, scheme access and farm roads, scheme office blocks and facilities.

The consultancy services are expected to be executed for a duration of thirty-six (36) months.

3. The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) now invites consulting firms to indicate their interest in providing these Services. Interested consultants must provide information demonstrating that they have the qualifications and relevant experience to perform the Services supported with relevant documentation. Such information may include: (a) Brochures, (b) Description of assignments of similar nature conducted in the last ten (10) years, (c)Experience in similar conditions in the region, and (d) availability of appropriate managerial and technical skills among staff related to the assignment and specific experience in irrigation schemes infrastructure development among others. Consultants may constitute joint ventures to enhance their chances of qualification.

4. Eligibility criteria and selection procedure shall be in accordance with the Procurement Policy for Bank Funded Operations dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
