ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR SAP GRANT MANAGEMENT IMPLEMENTATION SUPPORT

The African Union Commission has received financing from the World Bank toward the cost of the "Support for Capacity Development of the African Union Commission and Other African Union Organs Project (P126848)", and intends to apply part of the proceeds for consulting services.

Development Objective of the Project (P126848): Strengthen African Union Commission’s capacity to facilitate economic development results and transformation through enhanced institutional efficiency. This will be achieved by enhancing the AUC's internal human resources and management systems, and supporting resultoriented external partnerships and collective actions designed to enhance the implementation of regional economic development initiatives in priority areas (e.g. regional trade, energy, infrastructure, governance, natural resource management) for the benefit of African Union member states, the Regional Economic Communities and African citizens.

Project Background
The African Union Commission (AUC) has implemented SAP ERP ECC 6 currently at Enhancement Package Level 7 (EHP7) system that consists of the following key modules;
a) Financial and Controlling (FI/CO) including Fund Management.
b) Human Resource (Payroll, Time management, Personnel Administration, Organization Management, Learning Solution, Personnel Development & SAP E-Recruiting)
c) Material Management(Purchasing and Inventory Management)
d) Travel Management
e) Employee and Manager Self Service
f) Electronic Document Workflow ( SAP Document Access solution)
g) Integrated with OpenText 10 for Document Archival.

In order to enhance the functionality of the existing system, the Commission is seeking services of a company that will implement the SAP ERP Grants Management module that will fully integrate with the existing modules and business processes to help effectively manage the grants life cycle.

AUC Pain points/Qualifiers
The following are the pain points pushing AUC to seek a solution to overcome the challenges:-
i. Lack of integration between financial and grant processes which leads to inaccurate payments, misspent budgets, inability to identify potential savings
ii. Grantees demand transparency and accountability of grant program delivery
iii. Grantees face multiple manual and paper based processes.
iv. Lack of integration of our current grants management processes with existing SAP modules
v. Inability to produce financial statements at Grant level
vi. Need to capture the agreement terms and conditions which ensures compliance with regulatory requirements

Objective of the Assignment
The main objective of this TOR is to source for professional consultancy service from a SAP Support partner or a SAP preferred vendor to provide implementation services for Grant Management solution.

Scope of the Assignment
The services to be rendered by the successful bidder include but not limited to;
i. Project Preparation including inputs to the Project charter that highlight project objectives, benefits, Key performance indicators, implementation methodology, Critical success factors, risk identifications and mitigation, constraints, assumptions, governance structure among others.
ii. Preparation of a Business Blueprint for the Grants Management module and its integration to the existing SAP functionality
iii. Project Realization in accordance with the approved Business Blueprint as well as leading the unit and integration testing.
iv. Final Preparation (including training, data migration, authorizations among others)
v. Go-live Support including submission of technical documentation as well hand over to AUC SAP technical team.

Deliverables of the Assignment
The deliverables of this engagement should include:
a) A signed-off project charter
b) Grants Management Project Created and Maintained in Solution Manager.
c) A signed-off business blueprint.
d) Business processes documented in solution manager.
e) A fully functional Grants Management system integrated with solution manager.
f) Business process test scripts integrated with solution manager.
g) Configuration/technical documentation in solution manager.
h) End-user training manuals integrated with solution manager.
i) Business process procedures and other necessary documents integrated or otherwise in solution manager.
j) Customization designs.
k) Functional and technical specifications documents.
l) Train the project team and super users.
m) Development of Authorization/Role matrix based on task based Roles.
n) End-user training including User Guides / Business Process procedures;
o) Implementation support / Go-live Support.
p) Technical documentation and Provision of training/knowledge and skills transfer to AUC technical staff on the implemented solution (Customization of Grants Management, Technical knowledge.

Requirements of the Firm
All respondents MUST:
a) Be a certified SAP Implementation Partner or SAP preferred vendor with at least 10 years’ experience;
b) Have completed at least 5 full cycle implementations of SAP ECC 6.0 and above.
c) Service provider must show proven experience and knowledge of implementing SAP Grant Management. Service provider must have implemented at least 2 full cycle Grant Management projects.
d) Service provider must provide a minimum of 2 references for similar work or services as (c) above.
e) Service provider must demonstrate that certified implementation consultants are available to create a blueprint, solution design, configure and support the solution.
f) Service provider must demonstrate use of SAP Solution Manager Tools and methodologies.
g) Provide an implementation plan with a firm GO LIVE date:

The African Union Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1. Core business and years in business
2. Qualifications and Specific experience in the field of the assignment
3. Technical and managerial organization of the firm
4. General qualifications and number of key staff

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011. “Consultant Guidelines”, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
