Expression of Interest are invited for Consultancy Services for Review of Regulatory Frameworks in the Edible Oils Subsector
OBJECTIVES
The overall objective of the proposed undertaking is to review the regulatory framework in order to significantly reduce the cost of doing business in the edible oils sub-sector.
1. To enquire into the production and supply o' raw materials ir the sub-sector in order to determine their availabiI ty and cost respectively;
2. To investigate the challenges faced by processors and manufacture's in the edible oils subsector in order to contribute to the reduction the cost of doing business.
3. To investigate why the marketing information is not eas ly accessed by key players in the oils suo-sector in crder to make the sub-sector transparent.
SCOPE OF WORK
The overall purpose of the exercise is to comprehensively review regulatory frameworks in the edible oils sub sector to make the licensing processes and procedures simple' transparent in order to create a conducive and enabling regulatory environment for business growth. The specific objectives of this consultancy a'e:
1. Identify all regulatory requirements for carrying out business in the edible oils sub-sector;
2. Review laws, regulations and other legal instruments relating to business regulation in the edible oils sub-sector;
3. Make specific recommendations as to which licenses should be retained, amended, or abolished, considering the necessity and efficiency of the licensing process;
4. Identify areas whe're regulatory mandates and 'equipment's overlap and make recommendations;
5. Review and carry out an assessment of the justification of the continuation of hdiv dual business licenses, permits, certificates, fees, charges, authorization and levies
6. Create an inventory of 'regulatory frameworks in the edible oil sub-sector;
7. Identification of duplications and gaps n procedures and regulations and recommend areas cf harmonization;
8. Assess whether the current regulatory framework impedes the growth of the subsector;
9. To identify market information challenges in the edible oil value chain in order to provide timely marketing information for decision making.
10. Make dear and appropriate recommendations to Government to improve the performance of the sub-sector.
In undertaking this assignment, will be required to liaise and consult with relevant Government Ministries, public bodies and the private sector in order to collect the required information.
