Expression of Interest are invited for Consultancy Services for a Project Coordinator.

1. Background

Business Botswana (BB) has applied for a grant from the African Development Bank Group’s (AfDB) Fund for African Private Sector Assistance (FAPA) to finance the Support to Economic Diversification Technical Assistance Project. FAPA is a Trust Fund supported with grant resources from the Government of Japan and the Federal Government of Austria. The overall goal of Technical Assistance (TA) Project is to support the Government of Botswana in its efforts to diversify the economy through increased competitiveness of SMEs and effectiveness of Business Support Institutions in business support and service delivery. This will be achieved by supporting Business Botswana, an apex business association to implement activities under the Botswana Private Sector Development Strategy, which is the main framework for support to private sector development in Botswana. Specific objective of the Project is to strengthen small stock, tourism and horticulture industries through interventions aimed at improving business linkages and partnerships, strengthening the business development market. The Project is expected to run for a period of 36 Months.

2. Objectives

The objective of the assignment is a Project Coordinator as an individual consultant to lead in the implementation of the Project. The Project Coordinator will play overall coordination role in the implementation of the TA Project activities including supervising the Project Team in conducting procurement, finance, monitoring and evaluation functions as per the Technical Assistance Request (TAR) and as prescribed in the two components above. The Project Coordinator will be placed under the authority of BB.

3. Scope of Services

• The Project Coordinator will be responsible for monitoring progress and overall achievement of Project objectives.

• The Project Coordinator will be responsible for the management, timely and effective delivery of the Project. The Project Coordinator will lead, implement, provide advice and report to BB and the AfDB.

• The Project Coordinator will support the AfDB in enhancing the visibility of the Project and will provide monthly progress reports on the implementation of key deliverables and lessons learnt.

• The Project Coordinator will prepare the work-plans, Project reports, and operational plans of the Project.

• The Project Coordinator will provide support to the Project in the procurement of consultants, including drafting and reviewing of TORs to ensure that suitable candidates are procured and provide support in the management of consultancies procured under the Project.

4. Qualifications, Experience and Competencies

• The Project Coordinator should have an advanced degree in economics, business management or related field from a reputable university;

• Minimum 10 years’ experience on private sector development, particularly SMEs’ and intermediary organizations’ support, such as chambers of commerce, sector associations and employers’ associations;

• He/she should have an in-depth knowledge of value chains, product cluster approach and issues related to access to market and finance for SMEs;

• He/she should have good knowledge of the macro issues (policies, strategies, legislations) that influence the private sector. Experience with the promotion of public/private dialogue and a partnership is also fundamental;

• He/she should have proven experience in the development of large-scale Projects (or services), knowledge of AfDB procedures and experience on managing and coaching team of experts particularly in monitoring and evaluation of Projects;

• Capacity to communicate effectively (written and oral) in English and a working knowledge of French will be an added advantage;

• Strong analytical and negotiation skills;

• Ability to plan and organize effectively and build alternative actions into plans, deploying resources effectively and reviewing priorities;

• A commitment to supporting counterpart staff to achieve the outcomes and objectives of the Project;

• Recognition and respect of peers, and a demonstrated ability to interact effectively and collegially with peers at all levels;

• Demonstrated ability to work effectively in a mentoring role; and

• Those with experience working for AfDB projects have an added advantage.

5. Duration of the Assignment

The assignment will be for a period of 3 years with 1 year contracts (subject to annual review) and is expected to be concluded in any case no later than December, 2021. The estimated starting date is 1st January 2019 or earlier than that.

6. Performance evaluation

The Project Coordinator will develop the Annual Work Plan in collaboration with the Project team at the beginning of the year. The work of the Project Coordinator will be reviewed every year.

qualified to perform the services.
8. Eligibility criteria: establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank’s “Rules and Procedures for the use of
Consultants” (May 2008 Edition, Revised July 2012), which is available on the Bank’s website at
http://www.afdb.org. Business Botswana is under no obligation to shortlist any consultant who
expresses interest.
