The Government of the Republic of Angola has received financing from the African Development Bank (AfDB) toward the cost of the “Cabinda Province Agriculture Value Chains Development Project (CPAVCDP)” and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for the Preparation of Detailed Engineering Designs, Drawings, Cost Estimates and Tender Documents for the Drainage, Irrigation Systems and Greenhouse Facilities in Cabinda.

The scope of services includes following:

(i) Data collection, field surveys and analysis of all data required to prepare the Detailed Engineering Designs for the drainage, irrigation systems and greenhouse facilities;

(ii) Environmental and Social Impact Assessment (ESIA) in accordance with the Angolan legislation;

(iii) Preparation of bidding documents based on the approved detailed designs using the African Development Bank Standard Bidding Documents (SBDs).

The estimated duration for the assignment is 10 months.

The Ministry of Agriculture and Forests of Angola now invites eligible consultants (firms) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. Only consultants from the African Development Bank member countries are eligible to submit their expression of interest (the list of member countries is available at http://www.afdb.org/en/about-us/corporate-information/members/).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group-Funded Operations Consultants”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
