Prequalifications are invited for Consultancy Services for Implementation Consultant for Planning, Design and Supervision for Drought Resilience Project in the Karamoja Sub-Region.

The shortlisting Criteria shall include:- • Document evidencing general eligibility of the firm which shall include a copy of the Trading License for 2019 or equivalent, a copy of the bidder`s certificate of registration or equivalent, URA income tax clearance or equivalent addressed to Uganda Management Institute, a registered or notarized powers of Attorney, NSSF Clearance, a signed statement indicating that the consultant does not have a conflict of interest in the subject of the procurement, a signed statement that the consultant is not insolvent, in receivership, bankrupt or being wound up, a signed statement that the consultant is not the subject of legal proceedings for any of the circumstances of insolvent, in receivership, bankrupt or being wound up, a signed statement that the business activities, of the consultant are not suspended, a signed statement that the consultant is not a member of the procuring and disposing entity as defined in section 91U of the Act, experience of at least three assignments in architectural designs, drawings and bill of quantities, in the past five years, (contract agreements/letters of reference issued by the employers shall be used). Availability of appropriate staff with skills including among others; • Team Leader Project Manager The Project Manager/Team Leader (PM) should be a registered Architect or Quantity Surveyor or Engineer with a valid practicing certificate and the relevant bachelor’s degree qualification or equivalent. Should possess at least 20 years’ experience in similar building construction projects, with not less than 15 years as a PM. Should possess knowledge of the design process for building works and the ability to manage the design and supervision of similar projects. Should possess experience in leading multi-disciplinary teams and knowledge of PPDA procedures and regulations. • Civil / Structural Engineer A registered or chartered Civil/Structural Engineer, with a bachelor’s degree qualification or equivalent. At least 15 years’ experience in structural design and investigation of buildings, with 10 years being in supervision of similar works. Should be familiar with governing design codes in the country. • Electrical Engineer A registered or chartered Building Services or Electrical Engineer, with a bachelor’s degree or equivalent qualification. Not less than 15 years’ experience in design of electrical installations in buildings, with 10 years being in supervision of similar works. Should be familiar with governing installation codes, practices and regulations. • Quantity Surveyor A registered surveyor, with valid practicing certificate and a bachelor’s degree qualification or equivalent in Quantity Surveying or Building Economics. Not less than 15 years’ experience with 10 years being in supervision of similar works. • Mechanical/Services Engineer A registered or chartered Building Services or Mechanical or Sanitary Engineer, with a bachelor’s degree or equivalent qualification. Not less than 15 years’ experience in design of water and drainage installations in buildings, with 10 years being in supervision of similar works. Should be familiar with governing installation codes, practices and regulations. • Environmental Specialist Should be a registered Environmental practitioner with a valid practicing certificate and bachelor’s qualification in natural resources or environmental sciences. Not less than 10 years’ experience as an environmentalist on multi-storeyed buildings. • Clerk of Works (Resident on Site) The Clerk of Works should possess a bachelor’s degree or equivalent in engineering or architecture, with at least 10 years’ experience in architectural designs, drawings and bill of quantities of building works. Particular experience in educational buildings is an added advantage. (Detailed CVs of Key Staffs should be submitted). • Architects (building design) Should be a registered Architect with a valid practicing certificate and bachelor’s degree or equivalent qualification in architecture. Not less than 15 years’ experience in design of similar works with at least 10 years in project implementation and supervision of similar works. Should have proven experience with developing master plans, the building design process, specifications and building materials • Land Surveyor A registered surveyor, with valid practicing certificate and a bachelor’s degree qualification or equivalent in Land Surveying. Not less than 10 years’ experience in similar cadastral and topographic surveys for similar projects. Proven knowledge of surveying procedures and regulations for similar properties is required. • IT Installation specialist A registered engineer, with valid practicing certificate and a bachelor’s degree qualification or equivalent in electrical engineering or IT systems. With 10 years’ experience and not less than 8 years’ experience in design and supervision of installation of IT systems in buildings not less than 8-storeyed buildings • Safety Engineer Should be a registered Health and Safety professional with a valid practicing certificate and bachelor’s qualification in engineering or architecture. Not less than 5 years’ experience as a safety engineer on buildings not less than 8-storeyed buildings. 5. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest. 6. Preference schemes shall apply when evaluating Request for Proposals from the shortlisted consultants. 7. Sealed expression of interest must be hand delivered to address below at or before; 24th October 2019 at 12:00Pm Local time.
