Expression of Interest are invited for Consultancy Services for the Feasibility Study of Phase 2 of the ECOWAS Regional Access to Electricity Project

implementation of the ECOWAS Regional Access to Electricity Project (ECOWAS-PRAE) and intends to allocate part of
this fund to recruit a consultant to carry out the feasibility study of Phase 2 of this project .

The consulting services ("the services") include the items listed below, and the contract period is
6 months.

To carry out the mission, the Consultant`s services will include the following steps:
• Phase 1 : State of play of the project area in the countries concerned for the collection of data;
• Phase 2 : Realization of the estimation and plans with the Geographic Information System (GIS) for
the establishment of the project APS;
• Phase 3 : detailed technical studies, detailed preliminary design file (PDA) and specifications for the preparation
of bidding documents (DAO);
• Phase 4 : Economic and financial evaluations;
• Phase 5 : Capacity Building.

The ECOWAS Commission invites Eligible Studies Offices ("Consultants") to express their interest in the
provision of services. Interested Consultants must provide information demonstrating that they have the
required qualifications and relevant experience to provide such services. The
pre - selection criteria are as follows:
• To be a design office or a consulting engineering group working in the field of electrical energy in
general and in the field of MV / LV substation construction and network design studies. MV and LV distribution;
• Have at least ten (10) years of experience in technical studies of electrical projects (technical design
distribution of electricity, calculation, modeling and simulation of distribution networks, detailed technical studies of electricity distribution networks);
• Have completed at least 5 feasibility studies in developing countries. Of these 5 studies,
at least one should cover single-phase electrification techniques (MALT);
• Experience of donor funded projects;
• Have a good technical, financial and managerial organization; The proof must come from an extract of the
technical and financial reports of the last 5 years;
• Have a proven experience of using GIS for rural electrification techniques
three-phase and single-phase techniques (MALT), as well as the required skills and infrastructure;
• Hold a GIS license or demonstrate the possibility of using specialized GIS software;
• Experience and ability of the company to work and produce reports and any documentation required for
the study in both English and French;
• Availability of key personnel (list, qualification and experience).

A consultant will be selected in accordance with the Quality and Cost Based Selection Method (QCBS) described
in the Guidelines for Consultants and a shortlist of six (6) companies with the best profiles
