Expression of Interest are invited for Consultancy Services to Establish Opportunities for Gender - Productive Uses of Energy (PUE) for Mini-Grids and Standalone Electrification.

The Government of the Republic of Ghana has applied for grant and loan to implement the Ghana Scaling-Up Renewable Energy Programme (SREP) from the Climate Investment Funds (CIF) and other Multilateral Development Banks (MDBs) - the African Development Bank (AfDB), International Finance Corporation (IFC) of the World Bank Group (WBG) and other Development Partners (DPs) - with AfDB as the lead MDB for the implementation of this project. CIF has approved a programme preparatory grant facility to be managed by the African Development Bank to finance technical assistance towards the Ghana Scaling-Up Renewable Energy Programme (SREP).

The principal objective of the programme is to pilot and demonstrate, as a response to the challenges of climate change, the economic, social and environmental viability of low carbon development pathways in the energy sector by creating new economic opportunities and increasing energy access through the use of renewable energy.

The SREP Project Implementation Unit of the Ministry of Energy intends to apply a portion of the proceeds of the preparatory grant to eligible payments under the consultants’ contracts to be conducted through Quality Cost Based Selection (QCBS) procurement method for the following consulting services under the project.

(i) CONSULTANCY SERVICES TO ESTABLISH OPPORTUNITIES FOR GENDER - PRODUCTIVE USES OF ENERGY (PUE) FOR MINI-GRIDS AND STANDALONE ELECTRIFICATION (MOE/SREP/PPF/P1/CS/QCBS/01)

The overall objective of the assignment is to foster gender inclusiveness and productive uses of the electricity provided through the mini-grids and standalone systems in the beneficiary communities.

The Eligibility criteria, establishment of the short-listed and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Framework (October 2015)”, which is available on the Bank’s website at http://www.afdb.org.

The SREP PIU now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide their detailed profiles and other information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria shall include:

 General and years of experience of the firm(s)

 Summary of similar consultancies of the firm(s)

 Availability of appropriate skills amongst staff

 Demonstrated capacities to handle such assignments
