1. The Guma Valley Water Company (GVWC) has received financing from the African Water
Facility (AWF) and the Netherlands Enterprise Agency - Develop2Build (D2B) Program towards the
cost of the Freetown Water Supply and Sanitation Master Plan and Investment Studies Project,
and intends to apply part of the agreed amount for the grants to payments under the contract for
Consultancy Services for the Development of Website for GVWC.
2. The services to be undertaken include the following among others: (i) close collaboration with
GVWC assigned team to ensure clear appreciation of the expectations of GVWC and facilitate
acceptance and ownership of relevant deliverables; (ii) design, development and deployment of
comprehensive, interactive, user-friendly and fit for purpose website on secure, and visible/widely
used open source platform; (iii) provision of relevant documentation on configuration, installation and
standard operation procedures in the management of the website, and training of relevant staff in the
management of the website. The assignment is to be performed in Freetown, Sierra Leone.
3. GVWC now invites eligible individual consultants to indicate their interest in providing this
service. Interested consultants must provide information (detailed curriculum vita including bio-data,
copies of academic and professional qualification certificates and contact details), indicating that they
are qualified to perform the services. Key qualification requirements include: (i) qualification as Full
Stack Web Developer; (ii) proven experience in innovative and creative web design; (ii) proven
experience in developing in common and widely used open source platforms, such as Drupal, Joomla,
WordPress, etc.; (iii) track record in web site security and administration, Google analytics, and Search
Engine Optimization (vi) fluency in English (listening, reading, writing, speaking) for effective
communication; (v) experience of similar work in Sub-Saharan Africa (experience in the development
of website for utility service will be an added advantage)

Eligibility criteria, establishment of the short-list and the selection procedure shall be in
accordance with the African Development Bank’s “Rules and Procedures for the use of
Consultants” May 2008 Edition, revised on July 2012, which is available on the Bank’s website at
http://www.afdb.org.
