BACKGROUND

Oil palm production is one of the most important industries for the future in Liberia. Liberia is looking to enhance its preparedness as an exporter in the oil palm sector, based on its potential comparative advantage in growing conditions, strategic location and the rising demand for oil palm in the world. There are several actors that can influence the development of the oil palm sector in Liberia and determine whether it evolves into a sustainable model, or one that results in clearing of forests and other areas that had been identified for conservation, as well as being the source of social conflict. The National Oil Palm Technical Working Group (OPTWG) is a group of technical experts drawn from producers (including smallholders) in Liberia, the supply chain and investors, organizations with environmental interests, organizations with social interests and Government representatives, local communities and civil society organizations.

The National Oil Palm Technical Working Group (OPTWG) is the platform which aims to spearhead and support the responsible development of a strong, diversified and competitive oil palm industry in Liberia, consistent with recognized national and international commercial, operational, environmental and social laws and best practices. The overall objective of the OPTWG is to identify and support sustainable growth areas for the oil palm industry by promoting adequate policies and regulations, mobilizing value chain actors and coordinating among all relevant stakeholders.

Key specific objectives include:

· Support the execution of projects that will generate concrete models on how the industry can create jobs and generate profits whilst meeting social and environmental safeguards

· Support implementation of the TFA 2020 Action Plan and RSPO principles and criteria for implementation of responsible palm oil production in Liberia

· Improve communication and coordination in the sector through information sharing

· Identify and communicating about issues that negatively impact the palm oil sector

· Keep abreast of and communicate on strategic events and trends in the world oil palm industry

· Provide guidance on how to ensure compliance with national standards

· Develop national oil palm development strategy

· Make recommendations on how to include communities in a relevant and accessible manner

SCOPE OF WORK (PURPOSE AND OBJECTIVES)

a) Purpose and objectives

The National Oil Palm Technical Working Group in collaboration with partners seek to recruit a communication expert to develop and design a comprehensive communication strategy. The overall objective of the communications strategy will be to generate awareness and discourse in line with Liberia’s commitment to the Africa Palm Oil Initiative, the High Carbon Stock Approach, the Round Table on Sustainable Palm oil and other major drivers of sustainability within the palm oil industry

The consultant will work under the supervision of the Communications and Events Analyst of the Oil Palm Platform to deliver the Communications Strategy.

The communications specialist is required to:

· To develop a multi-media communication strategy that will identify specific objectives for raising awareness amongst the target audiences.

· To create work plan with clear deliverable outcomes, indicators and tools for the implementation of the strategy for a five-year period.

· To develop an effective public outreach and visibility plan for targeted audiences

· To develop effective information sharing and collaboration tools

· Clear internal communications channels for members of the Oil Palm Technical Working Group

· Development partners

· Smallholder local famers and communities – including women and youth.

· Civil society – including organizations working with women and youth

c) Deliverable outputs

The Consultant will be required to present:

· Mapped and analyzed other national communications medium and approaches and establish the existing learnings.

· Analysis of target audiences and how to reach them;

· Established specific objectives for the communication strategy;

· Produced a 5-year strategy to deliver the objectives with clear deliverables, milestones, media to be used and responsibilities

· Produced key awareness and outreach messages in the context of the Technical Working Group’s responsibilities

· Established a procedure and chronology of how to implement the communication strategy activities by the technical Working Group.

· Developed tools for evaluation of the communication strategy.

· Developed detailed dissemination strategy with recommended outlets and media for reaching the publics identified

· Developed a detailed communications strategy identifying the target groups, messages and media and timeframe for implementation

a. A strategy that contains:

i. Aim and Objectives of the strategy

ii. a costed implementation plans

iii. A feedback mechanism (evaluation)

iv. Channels of communication and tactics (Dissemination plan including messages tailored and designed for various target audience groupings

v. Mapping of existing communication undertakings (related)

vi. A format that have strategies linked to each objectives and actions (including cost) linked to strategies

QUALIFICATIONS:

· Eligible consultants must be formally qualified with bachelor’s degree in mass communication/ public relations/ advertising/ communication analysis & planning/social development communication/ marketing.

· The individual consultant or leader of the consultancy team must have a minimum of five (5) years’ work experience

· The consultant must have experience in conducting communications needs analysis and strategic design as well as managing communication campaigns.

· Experience in producing communication materials (print and online) for a variety of

media;

· Experience in creating communications tools for a diverse multi-stakeholder coalition or platform

DURATION:

The maximum period of the contract will be 30 working days

b) Right of award: CI may reject any or all bids that are not responsive to the scope of work.

c) Language: Proposals must be submitted in English.

d) Deadline for Submission: The deadline for submission of full Proposal is Friday, 24th August 2018

e) Currency: proposals should be budgeted in United States dollars. Payment will be made in United States dollars.

f) Cover and signature: Applicants should submit their proposals with a cover letter signed by an authorized representative of the applicant.

g) Expert table: Proposals should include a table with the name, position title, and level of effort (in person-days) of all individuals proposed to work on the project.

h) Resumes/CVs: proposals should include the resume of all named personnel corresponding to the table in item (h) above

i) Timeline: proposals should include a work plan with detailed activities per deliverable for completing the communication strategy.

N.B. All expressions of interest should include:

· Cover letter: A short (maximum one page) letter addressing the baseline criteria

· Technical Proposal (maximum eight pages) highlighting: brief explanation about the Consultant/s with emphasis on previous experience in this kind of work; profile of the Consultant/s to be involved in undertaking the Communication strategy; understanding of the ToRs, the task to be accomplished as well as draft framework, plan and methodology.

· Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees, accommodation, per-diems, transport cost, stationeries, supplies needed for data collection, and other costs related to data collection and data processing.

· A copy of a report of similar work

· Reference: Contact details of three organizations that the consultant/firm has had similar assignments. These will be contacted during the proposal review process.
